SUBJECT: Traffic Signal Intersection Improvements

 

 

SUMMARY:

 

An Ordinance for a Traffic Signal Intersection Improvements project, accepting the lowest responsive bid and awarding a construction contract in the amount of $950,728.80 to E-Z Bel Construction LLC for the reconstruction of the traffic signals at four intersections located in Council Districts 1, 3, 4, and 5.

 

 

BACKGROUND INFORMATION:

 

The Traffic Signal portion of the Infrastructure Management Program (IMP) is used to reconstruct aging traffic signal infrastructure that has reached the end of its useful life.  The program identifies those locations which are in the greatest need of replacement to avoid repetitive high maintenance costs. The reconstruction of the traffic signal infrastructure includes replacing older wood pole signal supports as well as very old metal pole structures with steel mast arm poles. In addition, all traffic signal heads, vehicle detection systems, pedestrian signals, battery backup units, and internally illuminated street name signs are replaced. These projects also reconstruct sidewalks and curb ramps when necessary to ensure that access to pedestrian signals is accessible to all users of the transportation system. Typically, the annual Traffic Signal IMP has operated on an 18-month schedule due to the time it takes to design the signal system, coordinate with any impacted utilities and relocate them as needed, acquire materials, and construct the signal system.

 

The following intersections have been included in the Traffic Signal IMP program:

 

                     Main Ave. @ Woodlawn Ave.,  Council District 1

                     Military Dr. SE @ Presa St. S, Council District 3

                     Applewhite Rd. @ Poteet Jourdanton Fwy., Council District 4

                     Gen. McMullen Dr. @ Weir Ave., Council District 5

 

Procurement of Services

 

This Project was advertised for construction bids in July 2017 in the San Antonio Hart Beat, the City of San Antonio Bidding and Contracting Opportunities website, Texas Electronic State Business Daily and on TVSA. Bids for this Project were opened on August 1, 2017 and four (4) bidders responded. Of these, E-Z Bel Construction LLC submitted the lowest responsive bid. 

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  The Goal Setting Committee set a 10% Minority/Women Business Enterprise (M/WBE) subcontracting goal and E-Z Bel Construction, LLC has committed to meeting this subcontracting goal. 

 

This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

 

ISSUE:

 

This Ordinance for the Traffic Signal Intersection Improvements Project accepts the lowest responsive bid and awarding a construction contract in the amount of $950,728.80 to E-Z Bel Construction LLC for the reconstruction of the traffic signals at four intersections located in Council Districts 1, 3, 4, and 5.

 

Construction is anticipated to begin in October 2017 and is estimated for completion by March 2018. During construction the contractor will utilize daily lane closures when necessary and police officers to assist with traffic control during the hours that the existing signals are being removed.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project and funding.

 

 

FISCAL IMPACT:

 

This is one-time capital improvement expenditure in the amount of $950,728.80 authorized payable to E-Z Bel Construction, LLC. Funds are available from the FY 2017 General Fund Budget as part of the Traffic Signal Infrastructure Management Program (IMP).

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance, accepting the lowest responsive bid and awarding a construction contract in the amount of $950,728.80 payable to E-Z Bel Construction LLC for construction of the Traffic Signal Intersection Improvements Project.
