Architectural and Engineering Design Contracts for Greenway Trails
 
 
SUMMARY:
 
This Ordinance authorizes the execution of three (3) professional services agreements for Linear Greenway Trails Projects funded by the Parks Development and Expansion Fund - 2010 Venue for design, permit preparation, bidding assistance and construction administration authorized as payable in the following amounts:
 
·      Bain Medina Bain, Inc. in an amount of $809,634.00 for the Leon Creek Greenway to Salado Creek Greenway Trail Connection Project (I-10 to Eisenhower Park and Huebner Rd. to 1604) located in Council Districts 8 and 9.
·      Terra Design Group, Inc. in an amount of $472,450.00 for the Espada Greenway Trail Connection Project, located in Council District 3.
·      Vickrey and Associates, Inc. in an amount of $547,607.00 for the Culebra Creek Greenway (Cathedral Rock Park to Grissom Road) Project, located within Council District 6, and the Salado Creek Greenway (Southside Lions Park to Southeast Military Drive) Project, located within Council District 3.
BACKGROUND INFORMATION:
 
Project Background
The proposed professional service contracts provide design and construction administration for four (4) projects to be included in a growing network of interconnected hike and bike trails now known as the Howard W. Peak Greenway Trails system, which is funded through sales tax initiatives approved by voters in May of 2000, May of 2005 and November of 2010.  The objectives of the program are to acquire and preserve open space along San Antonio creekways and to develop multi-use hike and bike trails, trailheads, signage and associated amenities for use by San Antonio residents and visitors.  
 
The proposed projects include:
 
·      Leon Creek Greenway to Salado Creek Greenway Connection - I-10 to Eisenhower Park (Council District 8) and Huebner Road to Loop 1604 (Council District 9)
·      Espada Trail Connection Project - Medina River Greenway to Mission Espada (Council District 3)
·      Salado Creek Greenway - Southside Lions Park to S.E. Military Drive (Council District 3)
·      Culebra Creek Greenway - Cathedral Rock Park to Grissom Road (Council District 6)
 
Procurement of Services
A Request for Qualifications (RFQ) was released in October 2013.  This RFQ was advertised in the San Antonio Hart Beat, on the City's website and the Texas Electronic State Business Daily in October 2013 and November 2013.  Responses were due on December 3, 2014. Thirteen (13) firms responded to the RFQ.  A selection committee consisting of a representative from Parks and Recreation, TCI and EDD evaluated and ranked the submissions.  The selection committee evaluated and scored the proposals.  Scoring was based on the published evaluation criteria, which included: Evaluation of Background, Experience and Qualifications of Prime Firm, Project Management Plan, Team's Experience with San Antonio Region issues and past experience with City of San Antonio contracts and participation in SBE Prime Contract Program.  
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee applied the Small and Minority/ Women-Owned Business Enterprise Prime Contract Programs with twenty (20) evaluation preference points.  Vickrey & Associates, Inc. and Bain Medina Bain, Inc. were each awarded twenty (20) evaluation preference points as they are both certified SBE and WBE firms located within the San Antonio Metropolitan Statistical Area.  Terra Design Group, Inc. was awarded ten (10) evaluation preference points as they are certified SBE within the San Antonio Metropolitan Statistical Area.  Additionally, the Goal Setting Committee also set a 26% Small Business Enterprise (SBE) subcontracting goal and Bain Medina Bain, Inc., Terra Design Group, Inc., and Vickrey and Associates, Inc., have committed to 28%, 27% and 30% SBE subcontractor participation, respectively.
 
Based on the evaluations and rankings made in the selection process, staff recommends selection of Bain Medina Bain, Inc., Terra Design Group, Inc. and Vickrey and Associates, Inc. to be awarded professional service agreements for design, construction administration and associated mandatory project expenses funded by Parks Development and Expansion Fund - 2010 Venue.
 
These contracts were developed utilizing a formal request for qualifications and proposal process; therefore, as required by the Ethics Ordinance, Discretionary Contracts Disclosure Forms are included herein as attachments.
 
 
ISSUE:
 
This ordinance authorizes the execution of three (3) professional services agreements for Linear Greenway Trails Projects funded by Parks Development and Expansion Fund - 2010 Venue for design, construction administration and associated mandatory project expenses.  These agreements provide for design of Linear Creekway Parks (Greenway Trails) projects, which generally include development of multi-use hike and bike trails, trailheads, signage and associated amenities for use by San Antonio residents and visitors.  This ordinance also authorizes $566,940.00 for the Espada Greenway Trail Connection Project from the 2010 Proposition 2 Sales Tax Initiative Funds.
 
Approval of this ordinance will be a continuation of City Council policy to complete projects authorized in the FY 2014-2019 Capital Improvement Plan (CIP).
 
 
ALTERNATIVES:
 
City Council could choose not to execute these contracts and require staff to re-advertise these projects.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the projects.
 
 
FISCAL IMPACT:
 
Funds are available from Parks Development and Expansion Fund - 2010 Venue and are included in the FY 2014-2019 CIP.  These design contracts represent one-time capital improvement expenditures in the aggregate amount of up to $1,829,691.00.  With contingency and mandatory project fees, funds are authorized to be paid as follows up to $2,195,629.00:  
 
·      Bain Medina Bain, Inc. in an amount up to $971,560.00 for the Leon Creek Greenway to Salado Creek Greenway Trail Connection Project (I-10 to Eisenhower Park and Huebner Rd. to 1604) Trail Project located in Council Districts 8 and 9.
Base design contract = $809,634.00
Contingency = $80,963.00
Mandatory project fees = $80,963.00
·      Terra Design Group, Inc. in an amount up to $566,940.00 for the Espada Trail Connection Project, located in Council District 3.
Base design contract = $472,450.00
Contingency = $47,245.00
Mandatory project fees = $47,245.00
·      Vickrey and Associates, Inc. in an amount up to $657,129.00 for the Salado Creek Greenway - Southside Lions Park to S.E. Military Drive located in Council District 3 and the Culebra Creek Greenway - Cathedral Rock Park to Grissom Road located in Council District 6.
Base design contract = $547,607.00
Contingency = $54,761.00
Mandatory project fees = $54,761.00
 
This also authorizes $566,940.00 for the Espada Greenway Trail Connection Project from the 2010 Proposition 2 Sales Tax Initiative Funds.
 
 
RECOMMENDATION:
 
Staff recommends approval of this ordinance authorizing the execution of Professional Services Agreements for Greenway Trails Projects.
