SUBJECT: Substantial Amendment #1 to the FY 2021 Action Plan and Budget
SUMMARY:
Public Hearing for Substantial Amendment #1 to the FY2021 HUD Action Plan and Budget to reprogram an amount not to exceed $4,875,000 in Community Development Block Grant (CDBG) funding from Affordable Rental and Homeownership Housing Development to the Emergency Housing Assistance Program.
BACKGROUND:
On August 13, 2020, through Ordinance 2020-08-13-0531, City Council approved the FY 2021 Action Plan and Budget (Action Plan) which set aside $4,875,000 in Community Development Block Grant (CDBG) funds for affordable housing development gap funding ($3,250,000 for rental housing development and $1,625,000 for homeownership housing development).
PROPOSED ACTION:
Substantial Amendment #1 to the FY 2021 Action Plan and Budget, proposes reprogramming the $4,875,000 in Community Development Block Grant (CDBG) funding set aside for affordable housing development funding to the COVID-19 Emergency Housing Assistance Program to assist vulnerable populations at risk of homelessness due to the impacts of COVID-19. This program provides assistance for rent or mortgage, utilities, and internet.
City Council will consider this action on Thursday, October 29, 2020 at 9:00 a.m.
Citizen Participation
On October 23, 2020, the City issued a public notice in the San Antonio Express-News initiating a 5-day public comment period on this proposed action which ends on October 28, 2020 and announced a virtual public hearing on October 28, 2020 at 5:00 p.m. via videoconference. The public can submit written comments or sign up to speak at the Public Hearing using the eComment link associated with the agenda at www.sanantonio.gov/agenda <http://www.sanantonio.gov/agenda>. Comments may also be submitted at www.sanantonio.gov/gmainaction <http://www.sanantonio.gov/gmainaction> or provided in writing to the Neighborhood & Housing Services Department, Division of Grants Monitoring and Administration, 1400 S. All comments will be accepted until October 28, 2020.

ALTERNATIVES:
The City is statutorily required to undergo this process for federally funded programs.
FISCAL IMPACT:
This item will not have an impact on the General Fund Budget.
RECOMMENDATION:
No action required.
