SUMMARY:
 
Consideration of two Ordinances related to airfield projects at the San Antonio International Airport:
 
A. An Ordinance authorizing a construction contract with J3 Company, LLC for Airport Improvement Program Airfield Projects, Package 2 for $15,582,841.00.
 
B. An Ordinance authorizing an amendment with Kimley-Horn and Associates, Inc. (Kimley-Horn) in an amount not to exceed $1,637,313.70 to provide additional construction administration, construction management and inspection services for Airport Improvement Program Airfield Projects, Package 2.
 
BACKGROUND INFORMATION:
 
The City regularly coordinates with the Federal Aviation Administration (FAA) for continued Airport Improvement Program (AIP) funding for eligible projects at the Airport. AIP funding is based on the Airport's preliminary submittal of its annual Airport Capital Improvement Plan (ACIP) to the FAA. These projects may be eligible for grant funding at 75% of eligible project costs with a 25% local matching share.  
 
In January 2013, City Council authorized, through Ordinance 2013-01-31-0065, a professional services agreement with Kimley-Horn for three airfield projects:  Runway 12R Rehabilitation, Terminal Areas Taxiways and Taxiway E Reconstruction, collectively called "AIP Airfield Projects". The construction phases for the three projects have been packaged in order to maximize potential grant money the City receives each year and minimize impacts to airline and airport operations.
 
The proposed Ordinances are related to the second construction package.
 
 
Package 2
In April 2014, the City Council authorized the submission of a grant application and the acceptance of funds for an FAA Improvement Program grant for the reconstruction of Taxiway N through its intersection with Taxiway G, reconstruction of Taxiway G between Taxiways A and D as well as a section of Taxiway G at its intersection with Taxiway Y, and construction of the apron-edge taxilane along the east side of Terminal A towards Taxiway N. In September 2014, the City was notified it received the grant.
 
Solicitation for Construction Contract
An Invitation For Bid was released on May 16, 2014. The solicitation was advertised in Hart Beat and on the City of San Antonio website. Four bids were opened on June 24, 2014. Kimley-Horn evaluated the bids and determined the lowest, responsive bid was J3 Company, Inc.  
 
Disadvantaged Business Enterprise
The Aviation Department's Small Business Section has reviewed and approved the Disadvantaged Business Enterprise (DBE) Good Faith Effort Plan submitted by J3 Company, LLC.
 
Amendment with Kimley-Horn
In January 2013, City Council authorized a professional services agreement with Kimley-Horn for the design associated with the three airfield projects. The scope of work included planning, design, and construction administrative services, including resident project representation and inspection services, for all three projects. The contract value did not include construction administration services since the amount is determined after the design has been completed. The original contract amount for planning and design services was $5,191,606.00. The first amendment authorized an increase in the amount of $1,205,143.58 for Package 1.
 
The construction administration services will provide construction management, construction administration, and inspection services for Package 2 in the amount of $1,637,313.70.
 
 
ISSUE:
 
This action continues the City Council's policy of utilizing federal funds for airport projects when available, enhancing airfield capacity and safety, and improving land uses at the San Antonio International Airport.
 
 
ALTERNATIVES:
 
City Council could choose not to approve awarding this construction contract; however, the City is not equipped or staffed to construct the project.
 
 
FISCAL IMPACT:
 
Funding for the construction contract with J3 Company in the amount of $15,582,841.00 and the amendment with Kimley-Horn in the amount of $1,637,313.70 is budgeted and available in the FY 2015 Capital Budget. Both contracts are funded with FAA Airport Improvement Program (AIP) grant funds up to 75% for eligible work with the City's matching share of balance from the 2010 General Aviation Revenue Bonds and Airport Capital Improvement Funds.
 
 
RECOMMENDATION:
 
Staff recommends the authorization of a construction contract with J3 and an amendment with Kimley-Horn for Airport Improvement Program Airfield Projects, Package 2.
