Purchase of 9 and 16 Cubic Yard Rear Loader Refuse Collection Trucks

 

 

 

SUMMARY:

 

This ordinance authorizes the acceptance a contract with Rush Truck Center to provide the Solid Waste Management Department (SWMD) with a total of eight rear loader refuse collection trucks for a total cost of $1,178,948.00.  This contract will consist of two replacement 9 cubic yard rear loader refuse collection trucks that will be purchased utilizing funds available from the SWMD Fund and six add-on 16 cubic yard rear loader refuse collection trucks that will be purchased utilizing funds available from the SWMD Equipment Acquisition Fund through a Municipal Lease Program.                                   

 

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the attached offer to provide the  SWMD with eight rear loader refuse collection trucks for a total cost of $1,178,948.00.  This purchase will provide two 9 cubic yard rear loader refuse collection trucks for a cost of $231,884.00 and six 16 cubic yard rear loader refuse collection trucks for a cost of $947,064.00. 

 

The two 9 cubic yard rear loader refuse collection trucks are replacement units to the City’s fleet and will be used for collection of curbside refuse and recyclables from downtown residences and businesses.  SWMD has five 9 cubic yard rear loader refuse collection trucks in their fleet. 

 

The six 16 cubic yard rear loader refuse collection trucks are additional units to the SWMD fleet and will be used on narrow streets and alleyway for collections of refuse, recyclables and organic material from City residences.  SWMD currently has one 16 cubic yard rear loader refuse collection truck in their fleet.

 

 

ISSUE:

 

This contract will provide SWMD with eight rear loader refuse collection trucks.  Two 9 cubic yard rear loader refuse collection trucks will be purchased utilizing funds available from the SWMD Fund and six 16 cubic yard rear loader refuse collection trucks will be purchased utilizing funds available from the Solid Waste Management Department (SWMD) Equipment Acquisition Fund through a Municipal Lease Program.

 

The life expectancy of all the equipment is 96 months. 

 

The 9 cubic yard rear loader refuse collection trucks cabs and chassis, engine and transmission is covered by a five year, 175,000 miles warranty.  The refuse body is covered by a one year warranty on parts and labor.

 

The 16 cubic yard rear loader refuse collection trucks cabs and chassis are covered by one year basic, two year major components, three year extended frame, structure and cab corrosion warranty.  The engine is covered by a five year, 150,000 miles warranty and the transmission is covered by a three year warranty.  The refuse body is covered by a one year entire body and components and two year warranty on tailgate assembly.

 

Due to the lack of small, minority, and/or women businesses available to provide these goods and services, the SBEDA Program did not apply to this solicitation.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the SWMD’s ability to provide essential services to the residents of San Antonio could be affected.  The two 9 cubic yard rear loader refuse trucks are replacements for equipment that has met or will meet its age or mileage requirement cycles before replacement.  The replacement date is considered the optimum time for replacement as delaying the acquisition could make the vehicles no longer economically feasible to repair and could lead to the SWMD’s inability to provide essential services to the residents of San Antonio. 

 

The six additional 16 cubic yard rear loader refuse collection trucks will be utilized for collections of refuse, recyclables and the expansion the organic materials collection program.

 

 

 

 

 

FISCAL IMPACT:

 

The purchase of these eight rear loader refuse collection trucks is for a total cost of $1,178,948.00.  The two 9 cubic yard rear loader refuse collection trucks will be funded through the SWMD fund for a cost of $231,884.00 and six 16 cubic yard rear loader refuse collection trucks will be funded through the SWMD Equipment Acquisition Fund through a Municipal Lease Program for a cost of $947,064.00. 

 

 

 

RECOMMENDATION:

 

Staff recommends the approval to purchase eight rear loader refuse collection trucks from Rush Truck Center for a cost of $1,178,948.00.

 

The contract was procured on the basis of a Public Health or Safety Exemption and Contract Disclosure Form is not required.
