Parking Agreement with Texas A&M University at San Antonio
SUMMARY:
This ordinance authorizes a 10 year parking agreement with the Texas A&M University at San Antonio (TAMU) to allow TAMU and/or its agents, employees and contractors to manage and maintain, to include enforcement, of the slip lanes along One University Way and Jaguar Parkway.
BACKGROUND INFORMATION:
TAMU is looking to increase vehicular and pedestrian safety in the vicinity of their campus, especially along the highly trafficked One University Way and Jaguar Parkway. They will conduct a traffic study to determine necessary improvements, including any necessary additional crosswalks or signage, along these roadways. As a component of this broader project, Texas A&M will take over management and enforcement of the parking lane along these roadways to allow the university to add necessary signage and an orderly parking environment around its campus.
The parking lane is not currently metered and it provides no revenue to the City. TAMU will manage the parking lane and any revenue it may collect through permitting or metering of the spaces will be shared with the City, with the City receiving 25% of the associated revenue.
ISSUE:
Approval of this agreement will benefit both parties. As TAMU takes on management and enforcement of the parking lane, it removes this responsibility from the Parking Division’s Parking Enforcement staff, allowing parking enforcement staff to focus on other areas. TAMU will benefit from having greater control over signage and the atmosphere around their university.
ALTERNATIVES:
The City may elect not to grant management and maintenance of the slip lanes to TAMU.
FISCAL IMPACT:
If this ordinance is approved, TAMU will pay 25% of any revenue they collect to the City. The City’s portion of the revenue is estimated at approximately $7,500 a year. The funds will be deposited into the General Fund.
RECOMMENDATION:
Staff recommends approval of this ordinance to authorize a 10 year parking agreement with Texas A&M University at San Antonio to allow TAMU and/or its agents, employees and contractors to manage and maintain, to include enforcement, the slip lanes along One University Way and Jaguar Parkway.
