SUMMARY:
 
This ordinance authorizes an Interlocal Agreement with the City of Castle Hills in a payment amount from Castle Hills to the City of San Antonio not to exceed $17,316.12 allowing the City of San Antonio to perform one-time silt removal in Olmos Creek from Loop 410 W to Jackson Keller.
 
 
BACKGROUND INFORMATION:
 
The City of San Antonio conducts silt removal based on the Infrastructure Management Program (IMP) Channel Restoration Component and citizen input from 311.  The City's silt removal projects are completed with internal resources.  Castle Hills does not have the staff or equipment necessary to undertake silt removal.  The City of Castle Hills City Manager, Rita Hoyl, and Director of Public Works, Rick Harava, have requested San Antonio's assistance with completing this project.
 
On October 7, 2013 the City of San Antonio, Public Works Department was removing silt from the concrete channel located between Loop 410 W and Jackson Keller within San Antonio's area of responsibility.  Mr. Harava, approached our employees and inquired about silt removal operations upstream in the same channel within Castle Hills' jurisdictional boundaries. Richard Martinez, City of San Antonio Interim Assistant Director of Public Works, met with Ms. Hoyl and Mr. Harava to discuss an agreement for San Antonio to undertake a one-time silt removal in Olmos Creek.  Mr. Martinez provided an estimate in the amount of $17,316.12 to Castle Hills.  The cost estimate includes materials, overtime labor, equipment, disposal and fuel. Ms. Hoyl and Mr. Harava confirmed they would like to move forward with an Interlocal Agreement.  
 
By entering in to this Interlocal Agreement San Antonio will ensure that silt in the Castle Hills portion of Olmos Creek does not interfere with the San Antonio's drainage system capacity.  Failure to complete the silt removal project may result in excess silt flowing into San Antonio infrastructure and decreasing drainage capacity.   
 
 
 
 
 
ISSUE:
 
This ordinance authorizes an Interlocal Agreement with the City of Castle Hills in a payment amount from Castle Hills to the City of San Antonio not to exceed $17,316.12 allowing the City of San Antonio to perform one-time silt removal in Olmos Creek from Loop 410 W to Jackson Keller. The Castle Hills City Manager will sign the agreement upon approval by the City of San Antonio City Council.   
 
This effort will ensure that the City does not experience decreased drainage system capacity due to excessive silt and will be a continuation of City Council's commitment to collaborate with other agencies in the improvement and maintenance of the City's infrastructure.  
 
 
 
ALTERNATIVES:
 
The City could choose not to enter into this Interlocal Agreement, and the silt removal in Olmos Creek from Loop 410 W to Jackson Keller would remain the responsibility of Castle Hills.  Not authorizing this agreement may result in reduced capacity to the City's drainage system.  Existing silt in the Castle Hills portion of Olmos Creek would flow into the City's infrastructure and could, in turn, decrease San Antonio's current drainage capacity.
 
 
 
FISCAL IMPACT:
 
The provisions of this agreement require Castle Hills to reimburse the City of San Antonio a total of $17,316.12 for the expenses incurred to perform a one-time silt removal in Olmos Creek from Loop 410 W to Jackson Keller.  These funds will cover the costs incurred from equipment use and labor within the FY 2014 Stormwater Operating budget.
 
 
 
RECOMMENDATION:
 
Staff recommends execution of the Interlocal Agreement with Castle Hills to perform a one-time silt removal in Olmos Creek from Loop 410 W to Jackson Keller.
