Acceptance of a donated vehicle and associated programming equipment to facilitate Library services.
 
 
 
SUMMARY:
 
This ordinance authorizes the acceptance of a vehicle and associated programming equipment provided by the San Antonio Public Library Foundation.  This donation will enable the San Antonio Public Library to provide outreach services focused on children's programming, early literacy training to parents and childcare givers; teen library programming and activities focusing on services to the Eastside Promise Neighborhood. Additional areas of the City and additional service populations may be served as resources allow.
 
 
 
BACKGROUND INFORMATION:
 
With the creation of the East Side Promise Neighborhood initiative in 2010, the San Antonio Public Library recognized a need for establishing a Library presence in this community by extending early literacy training to parents and caregivers and providing outreach activities to teens.  The Library does not have an immediate branch library within the East Side Promise Neighborhood target area.  To provide a library presence outside the walls of the Library, the San Antonio Public Library Foundation secured funding through private donors to provide a versatile vehicle to transport  Library personnel and programming equipment to this targeted underserved community.  
 
The San Antonio Public Library will operate this extension of Library service by utilizing existing staff.
 
 
ISSUE:
 
This ordinance will authorize the San Antonio Public Library to accept a Sprinter Cargo Van to transport existing library staff and associated programming, activity and training equipment to the East Side Promise Neighborhood and other targeted areas and service populations.  The San Antonio Public Library Foundation received funding from a grant through the Valero Energy Foundation to acquire and customize a Sprinter Cargo Van.  The van will be utilized to transport library personnel and programming resources in order to facilitate onsite services.  Programming resources are provided through a grant from the Annie E. Casey Foundation via the San Antonio Public Library Foundation.  
 
The action requested by Council is for the acceptance of the Vehicle and associated equipment .The general impact of the proposal will be the development of a new service model and enhances service to targeted population segments within a defined service area.
 
 
 
ALTERNATIVES:
 
If the donated vehicle and associated programming equipment are not accepted, the San Antonio Public Library system will not have an efficient system to transport staff and associated programming equipment provide the above outlined library services.
 
 
 
FISCAL IMPACT:
 
This ordinance authorizes the acceptance of a Sprinter Cargo Van and associated programming equipment. Maintenance and fuel cost associated with this vehicle will be funded with FY 2014 General Fund budget.
 
 
RECOMMENDATION:
 
Staff recommends acceptance of the donated Sprinter Cargo Van and associated programming equipment from the San Antonio Public Library Foundation for use by the San Antonio Public Library.
