Professional Services Contract with Mighty Studio Group, LLC
SUMMARY:
This Ordinance authorizes the execution of a professional services contract with Mighty Studio Group, LLC for website maintenance, hosting, and marketing services for the Head Start Program, for a one year period commencing November 1, 2014, with three one-year renewal options and a modified scope of work for each renewal period, for a total possible value not to exceed $100,000.00.
BACKGROUND INFORMATION:
The Head Start program is a federally-funded early childhood education program administered by the U.S. Department of Health and Human Services (HHS). The program provides education and family support services to children between the ages of three and five, and their families that are below 100% of the federal poverty level. The City of San Antonio Head Start program serves 3,020 children and their families in 27 Head Start locations in the San Antonio Independent School District (SAISD) and Edgewood Independent School District (EISD). The City of San Antonio has served as a grantee for the Head Start Program for over 30 years.
Federal Head Start guidelines require that the program maintain ongoing, accessible communication with the general public and enrolled families. Communication methods should inform current and potential Head Start eligible families of available services, opportunities to become active in the program and encourage families to apply for admission. These services are currently provided via the saheadstart.org website, managed by Mighty Studio Group, LLC.
A Request for Qualifications (RFQ) for Marketing and Website Hosting Services was issued on July 9, 2014 and closed on July 29, 2014. The Head Start Program received three (3) responses to the RFQ and selected Mighty Studio Group, LLC on August 22, 2014.
ISSUE:
This Ordinance authorizes the execution of a professional services contract with Mighty Studio Group, LLC for website maintenance, hosting, and marketing services for the Head Start Program. The contract will extend for a one year period, commencing November 1, 2014, with three (3) one (1) year renewal options, and a modified scope of work for each renewal period. The total contract value is not to exceed $100,000.00.
This contract authorizes Mighty Studio Group, LLC to host, implement maintenance updates and improve web content for mobile device accessibility, to improve accessibility for currently enrolled and prospective Head Start parents. This contract also authorizes the contractor to develop a marketing plan, on behalf of the City of San Antonio's Head Start Program, to highlight program milestones and improve recruitment strategies.
Selection of the recommended contractor, Mighty Studio Group, LLC, will fulfill the City of San Antonio's obligation, as the Head Start Program grantee, to ensure that ongoing website maintenance, hosting, and marketing services for the Head Start Program are being met satisfactorily, and provides Head Start families with current program information.
ALTERNATIVES:
Should this professional services contract not be approved, the Department of Human Services will need to identify another vendor for these services which may impact communication with currently enrolled families while a new procurement process is imitated.
FISCAL IMPACT:
This action authorizes the execution of a professional services contract and three one-year renewal options, and a modified scope of work for each renewal period, with Mighty Studio Group, LLC in an amount not to exceed $100,000.00, which will be funded utilizing the Head Start Grant.
There is no fiscal impact to the General Fund.
RECOMMENDATION:
Staff recommends approval of a professional services contract with Mighty Studio Group, LLC to provide ongoing website maintenance, hosting, and marketing services for the Head Start Program.
