SUBJECT:
Purchase and Installation of 3M RFID Equipment for Encino Branch Library
 
 
SUMMARY:
An Ordinance authorizing the purchase and installation of 3M Radio Frequency Identification Data (RFID) equipment for Encino Branch Library from Alpha Data Corporation which will allow patrons to self-check library books and media collections within the library.  Funding for this one-time expenditure in the amount of $88,195.00 is available through the 2012-2017 Bond Program, District 9 New Branch Library Capital Project.
 
BACKGROUND INFORMATION:
Submitted for council consideration and action is an ordinance accepting the offer from Alpha Data Corporation, Inc, to provide and install library specific 3M RFID equipment necessary for the scheduled May 2, 2015 opening of the Encino Branch Library for a total cost of $88,195.00.  
 
The San Antonio Public Library is opening a new branch library and requires the RFID protection.  The equipment is the current standard for all locations of the San Antonio Public Library System.  
 
The purchase is made utilizing the Cooperative Purchasing Contract number 6-70030 through Texas Multiple Award Schedule (TXMAS) and will be made in accordance with the State Cooperative Program passed on Resolution No. 91-39-53 dated 9/12/1991.
 
 
ISSUE:
The San Antonio Public Library will be opening a new branch library in District 9.  As part of the preparation and opening process, the new branch must have protection for library materials located throughout the self-service sections of the library.    The Library has established an RFID standard for new libraries in an effort to standardize the equipment and prevent the mixture of different types of RFID equipment.  This standardization will provide the public with a seamless experience from one library branch location to another.
 
This contract is within the scope of the Small Business Economic Development Advocacy (SBEDA) program.  However, due to the type of commodities/services being procured and value of the contract, no SBEDA tool is available.
 
This contract is an exception to the Local Preference Program.
 
The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so not preference was applied to this contract.
 
 
ALTERNATIVES:
Should this contract not be approved, the Library's scheduled opening could be delayed as the library collection would be unprotected.  Standardization of RFID equipment by the San Antonio Public Library for all new branch libraries eliminates alternative sources.    
 
 
FISCAL IMPACT:
Funding for this one-time expenditure in the amount of $88,195.00 is available through the 2012-2017 Bond Program, District 9 New Branch Library Capital Project, and is included in the FY 2015-2020 Capital Improvement Program.
 
 
 
RECOMMENDATION:
Staff recommends the approval of a contract with Alpha Data Corporation to provide the SAPL with the purchase and installation of 3M RFID equipment for the Encino Branch Library for an amount not to exceed $88,195.00.
 
This contract was procured by means of cooperative purchasing and a Contracts Disclosure Form is not required.
