Task Order Construction Contract for Federally Funded Projects


SUMMARY:

This ordinance accepts the lowest responsive bid and awards the Task Order Construction Contract for Federally Funded Projects to FD Concrete, LLC, for an amount not to exceed $1,674,052.00 for the construction of various projects that have received federal funding, located throughout the City.

BACKGROUND INFORMATION:

Project Background
Throughout the year, the City is awarded funds to complete various projects through the use of federal funds. In FY 2014 and FY 2015 the City allocated $2,430,000.00 in Community Development Block Grants (CDBG) to complete an array of public infrastructure improvements in the REnewSA Target Areas. In order to facilitate the completion of these construction projects, the Transportation and Capital Improvements Department (TCI) solicited bids for construction services and is recommending the use of FD Concrete, LLC to complete these projects. Federally funded projects must be kept separate from other City contracts because the City's SBEDA policy conflicts with federal law.


This contract was advertised for construction bids in November 2014, in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, on TVSA and through the TCI Small Business Office. Bids were due on Tuesday, December 17, 2014, and eight (8) bidders responded. FD Concrete, LLC was the lowest responsive bidder with a bid amount of $1,674,052.00. The balance of federal funds will be used for design and inspection.

This contract will be awarded in compliance with the City of San Antonio's Housing and Urban Development's Section 3 program which requires economic opportunities be directed to low-income persons and businesses. The Office of Grants Monitoring and Administration will review ...
