SUBJECT:

General Engineering Consulting Services for the San Antonio Airport System


SUMMARY:

Ordinance authorizing three professional services agreements for on-call general engineering consulting services (GEC) for the San Antonio Airport System with Atkins North America, Inc., Reynolds, Smith and Hills, Inc. and Jacobs Engineering Group, Inc. each in the amount not-to-exceed $5,000,000.00. These consultants will provide comprehensive airport planning, engineering, architectural, and project/construction management consulting services.

Each agreement has an initial term of three years with two, one-year renewal options. The funding for the agreements will come from a number of sources including the Aviation Operating and Maintenance Fund, Federal Aviation Administration grants, Passenger Facility Charges funds and Improvement & Contingency Funds.


BACKGROUND INFORMATION:

The San Antonio Airport System (SAAS) requires timely access to comprehensive airport planning, engineering, architectural, and project/construction management consulting services on an as needed basis. On-call general engineering consulting services firms provide the SAAS with a team that can provide these services to help implement capital improvement projects. The GEC will assist the SAAS to develop construction contract packaging to provide maximum flexibility in accommodating varying funding levels. The GEC will also centralize the management of and enhance coordination between multiple development needs and priorities on a variety of projects.

It is the intent to utilize these agreements to assist with the implementation and execution of the Capital Improvement Program (CIP), which includes federal grants, and Operation & Maintenance projects while maintaining funding eligibility requirements where appropriate.
