SUBJECT:

Amendment to the Lease Agreement with General Services Administration at the San Antonio International Airport


SUMMARY:

This Ordinance authorizes an amendment to the lease agreement with the United States Government through the General Services Administration for the Transportation Security Administration to extend the term for an additional 16 months for 6,889 square feet in the terminals and baggage handling area of the San Antonio International Airport. The amendment also includes eight parking spaces. The annual rental is $761,426.50.00.


BACKGROUND INFORMATION:

The Aviation and Transportation Security Act of 2001 requires the Transportation Security Administration (TSA) to use certain airport space and facilities as necessary security checkpoints for passenger and baggage screening to provide a secure air travel system. In conjunction with its mission, TSA has ancillary space needs for offices and break rooms to support its daily operations. The General Services Administration (GSA) oversees the lease agreements for federal departments, including the Department of Homeland Security of which TSA is a division.

In November 2010, City Council authorized a lease agreement through Ordinance 2010-11-18-0979 with the GSA for the rental of space in the terminals and baggage claim areas as well as eight parking spaces for a term of three years. The GSA/TSA would like to extend the lease agreement for 16 months, effective November 1, 2013, for 6,889 square feet and eight parking spaces.

ISSUE:

TSA provides a crucial service required by federal law. Approval of the amendment to the lease agreement is consistent with the City's policy of requiring lease agreements to be approved by City Council.
