SUBJECT: Strategic Plan Development Briefing


SUMMARY:

In FY 2020, the San Antonio Police Department will develop a five-year strategic plan in collaboration with community organizations and stakeholders.

BACKGROUND INFORMATION:

Over the last several years, the SAPD has been recognized by the Department of Justice, and various law enforcement organizations, for being at the national forefront in key public safety areas such as officer wellness and training and community engagement. The partnership that the Department has forged with the community has been critical to ensuring that San Antonio remains a safe city. The strategic plan development process will provide the SAPD with an opportunity to participate in a meaningful dialogue with the community on a number of issues that impact quality of life.

Purpose

The five-year strategic plan is designed to serve as a formal guide that reflects the shared vision and priorities of the SAPD and the community it serves. Many of the complex issues confronting society extend beyond the traditional scope of law enforcement, however the SAPD recognizes that it plays an important role in identifying and addressing those issues in coordination with city departments, external partners and neighborhoods. The strategic plan will enhance public accountability, transparency and cooperation by outlining specific goals and priorities and highlighting the roles and expectations for the SAPD and its partners.
Although the strategic plan will be the product of the community's priorities, the SAPD envisions a document that creates a plan for positioning the Department to remain at the national forefront by focusing on the following topics:

* Crime Reduction/Quality of Life
* Community Engagement
* Recruitment/Staffing
* Technology/Infrastructure
