SUMMARY:

An ordinance for the Frank Wing HVAC Control Upgrade project, accepting the lowest responsive bid and awarding a construction contract in the amount of $215,445.00 to K-Air Corporation, an FY2017 Deferred Maintenance Program funded project located in Council District 5.



BACKGROUND INFORMATION:

Project Background
This project will upgrade the existing HVAC control units for courtrooms, administration and public areas at Frank Wing Municipal Courts. Upgraded controls will allow schedules to be programmed as well as provide remove access to adjust temperatures and improve overall system efficiency. The Frank Wing HVAC Control Upgrade project is anticipated to begin December 2017 and estimated to be completed by March 2018.

Procurement of Services
This contract was advertised for bids in September 2017 in the San Antonio Hart Beat, City's website, Texas Electronic State Business Daily and TVSA. Bids for this Project were opened on October 10, 2017 and two bidders responded, of which one bidder was deemed non-responsive. Of these, K-Air Corporation, submitted the lowest responsive bid.

This contract will be awarded in compliance with the Small Business Economic This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program. K-Air Corporation is a small, minority, women-owned firm that will be self-performing the 24% Minority and/ or Women-Owned Business Enterprise (M/WBE) subcontracting goal.


This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
