SUBJECT:

Vehicle use agreement between the City of San Antonio Office of Emergency Management and the Southwest Texas Regional Advisory Council (STRAC) for STRAC to utilize a 2019 Dodge Ram 4500 Crew Cab Frazer Urban Command Unit as a deployable resource to provide emergency response to disaster areas in South Texas.

SUMMARY:

This ordinance authorizes the Office of Emergency Management to enter a no cost vehicle use agreement with the Southwest Texas Regional Advisory Council (STRAC) to utilize a 2019 Dodge Ram 4500 Crew Cab Frazer Urban Command Unit. The 2019 Dodge Ram 4500 Crew Cab Frazer Urban Command Unit, equipment was purchased for $149,400.00, pursuant to Ordinance 2018-10-04-0775, with insurance claims funds from Hurricane Harvey. The Department of Homeland Security (DHS) and the State of Texas have approved this project. The Frazer Urban Command Unit will be utilized by STRAC as a deployable resource to provide emergency response to disaster areas in South Texas.

BACKGROUND INFORMATION:

STRAC is an organization designed to facilitate the development, implementation, and operation of a comprehensive trauma care system based on accepted standards of care to decrease morbidity and mortality and will enhance the City's ability to respond and recover from emergencies in disaster areas within the region. STRAC will be responsible for all liability, maintenance and servicing of the trailer and awning.

The Frazer Urban Command Unit is a deployable resource to provide emergency response to disaster areas in South Texas. The Frazer Urban Command Unit will be primarily utilized in the Emergency Support Function-8 Functions in San Antonio, Bexar County and the Trauma Service Area Region P (map attached).
