Design Review, Inspection and Testing Services for the Residential Acoustical Treatment Program for the San Antonio International Airport


SUMMARY:

This Ordinance authorizes a professional services agreement with Foster CM Group, Inc. for design review, inspection and testing services for the Residential Acoustical Treatment Program for the San Antonio International Airport in an amount not to exceed $2,500,000.00. The contract term is three years with an option for renewal for two one-year periods.

Eighty percent of the contract, or $2,000,000.00, is funded by the Federal Aviation Administration with the City contributing $500,000.00 its 20% share.

BACKGROUND INFORMATION:

The Residential Acoustical Treatment Program for the San Antonio International Airport provides acoustical treatments for qualifying dwellings located within approved Federal Aviation Administration (FAA) noise contour boundaries. The multi-year program has treated approximately 1,300 homes and over 200 apartments since 2005.

As part of the program, a firm is required to review the architectural and engineering design reports completed by the acoustical treatment program. The firm will also submit design review reports, provide construction inspection services, inspection reports and perform acoustical testing and HVAC field testing.

Solicitation
A Request for Qualifications (RFQ) was released in August 2014. The solicitation was advertised in the HartBeat newspaper, TVSA and the websites for the City of San Antonio and Airports Council International. One proposal was submitted on September 9, 2014.
