Breathing Air Compressors

SUMMARY:
This ordinance authorizes a contract with Buoy Services, Inc. for the purchase of nine air compressors for a total cost of $243,999.00. Funding is available from the Public Property Finance Contractual Obligations (PPFCO), Series 2013 Fund.

BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the attached tabulation of two competitive bids to provide nine replacement breathing air compressors for a total cost of $243,999.00.
The San Antonio Fire Department requires the purchase of breathing air compressors to ensure the supply of breathing air for respiratory protection during fires or hazardous materials incidents. This equipment will provide purified air, suitable for human respiration for use with self-contained breathing apparatuses (SCBAs). These compressors are needed to refill air cylinders at emergency scenes or at fire stations.
This purchase will replace nine compressors whose initial service dates range from 1992-2006 and are no longer in service or have exceeded their useful life. Two of the compressors are critical mobile units that are utilized when responding to emergency incidents and used to refill air cylinders at the scene for immediate use.
Equipment that meets its expected life cycle is usually sold at auction but may also be traded-in to the selling dealer. The equipment that is being replaced will be traded-in to the recommended awarded vendor for a total credit of $18,000.00.

ISSUE:
The contract will provide the City of San Antonio Fire Department with nine replacement air compressors. These breathing air compressors are used to refill the air cylinders used by firefighters for respiratory protection.
