SUBJECT: Post-Solicitation Briefing for the Total Management of the Growdon Vehicle Storage Facility

The Total Management of the Growdon Vehicle Storage Facility (VSF) solicitation sought a contractor to provide and manage services for the operation, maintenance, improvement of the VSF and auction services for abandoned vehicles in police custody. For these services, the City requires a contractor capable of performing oversight for the impounding and releasing of all wrecked, abandoned, recovered/stolen, and prisoners' vehicles coming into the Police Department custody. This activity includes the receipt of the towed vehicle, inspection of the vehicle upon impounding, storage of the vehicle, notification to the owner and/or lienholder and release. In addition, auction services will be provided for those vehicles that are abandonded. The selected contractor shall fully manage the assignment of Police and City impounds, release and auction of vehicles, and oversee the performance of the services provided.

On May 10, 2017, the Police Department released a Request for Proposal to manage the VSF for the City. A total of four (4) proposals were received on June 12, 2017. A nine (9) person Evaluation Committee consisting of personnel from the City Manager's Office; Police Department; Finance Department; Information Technology Department; and the Bexar County Sheriff Office were tasked with evaluating the proposals.
