SUBJECT: FPV# 21-002; FPDP #2021142 - Culebra Creek Channel Improvements Capital Project
SUMMARY:
Request by City of San Antonio Public Works Department's Project Delivery Division for approval of a variance request associated with a Floodplain Development Permit (FPDP) #2021142 for channel improvements along a segment of Culebra Creek that will provide 100-year flood reduction benefits for a number of adjacent properties. The engineering analyses show slight water surface elevation rises downstream of the project limits. Staff recommends Approval. ANALYSIS:
Variance Request:
On January 4, 2021, the applicant requested a variance from Sections 35-F124(c) and 35-F133(c)(2-3) in Appendix F of the Unified Development Code (UDC). The Public Works Department, Storm Water Division has no objection to the granting of the variance as indicated in the attached staff support letter.
It is noted that a Floodplain Development Permit (FPDP) to allow the commencement of project construction within the regulatory FEMA 100-year floodplain will not be issued until said variance has been approved by Planning Commission and all final construction documents and related engineering analyses have been reviewed and approved.
RECOMMENDATION:
Staff reviewed the project design and variance request, and found them to be in conformance with the Unified Development Code (UDC) with exception of the Variances mentioned above.
