SAPD Textbooks For Detective-Investigator Promotional Exam
SUMMARY:
This ordinance authorizes a contract with Pearson Education, Inc. for the purchase of 480 Criminal Investigation textbooks through a GSA contract in the amount of $67,737.60. The delivery of the textbooks is required by January 14, 2020 to ensure every San Antonio Police Department (SAPD) officer registered for the Detective-Investigator's promotional exam has the same opportunity and resources for exam preparation and success. Funding is available from the FY2020 Adopted Police General Fund.
BACKGROUND INFORMATION:
Submitted for Council consideration and action is a proposal submitted by Pearson Education, Inc. for the purchase of 480 Criminal Investigation textbooks for the upcoming Detective-Investigator's promotional exam. Per the Collective Bargaining Agreement, these textbooks have to be delivered by January 14, 2020 in order to be distributed to all personnel registered for the exam.
On October 8, 2019, a Request for Offer (RFO) was released to Pearson Education, Inc. and processed utilizing a federal supply schedule of the United States General Services Administration (GSA), in accordance and authorized under Texas Local Government Code 271.103, which satisfies the legal requirement to seek competitive bids. Pearson Education quoted $141.12 for each textbook inclusive of a 27% discount under GSA contract # GS-02F-037AA.
ISSUE:
This ordinance will authorize the purchase of 480 Criminal Investigation textbooks for the upcoming Detective-Investigator's promotional exam.
The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.
This contract is an exception to the Local Preference Program.
