SUBJECT:

Military Affairs update relating to Joint Base San Antonio and the Community Military Partnership Initiative

SUMMARY:

The Office of Military Affairs (OMA), will discuss recent military related activities to include information about the Texas Mayors of Military Communities initiative, the Texas Base Realignment and Closure Commission (BRAC) Task Force and the potential for a future BRAC in 2017. Brigadier General Bob LaBrutta, Commander of Joint Base San Antonio (JBSA), will provide a briefing on JBSA's budget constraints for installation support (operations and services) and the Air Force Community Military Partnership Initiative.

BACKGROUND INFORMATION:

As the potential for a future BRAC emerges, the Mayors of the 15 Texas military communities have united in an effort to persuade the 84th Texas legislature of the need to invest in initiatives to protect, preserve and enhance the military value of Texas installations. In addition, the 83rd Texas legislature directed the Texas Military Preparedness Commission (TMPC) to establish a BRAC Task Force. It is charged with engaging defense communities and military installations to examine strategies, policies, and plans to improve support for military personnel and their families and identify projects that to increase the military value of installations in Texas. Finally, there is considerable speculation about whether the Congress will authorize a BRAC in 2017. The presentation will include a briefing on the current status of legislation.

The briefing will also include a briefing by Brigadier General La Brutta on the effects of the FY 2013 Budget Control Act and Sequestration on the JBSA Budget, including its impact on Civil Engineering, Logistics, Communication, Security Forces capabilities and quality of life issues. Bud...
