FY 2016-2017 Job Order Contracting for Owner-Occupied Rehabilitation Program
SUMMARY:
An ordinance for the City of San Antonio's Owner Occupied Rehabilitation Program authorizing three On-Call, one-year Job Order Contracts (JOCs) each for an amount not to exceed $2,000,000.00 with the option to renew for one, one-year extension with Allbrite Constructors of Texas, Inc., Alpha Building Corporation and Tejas Premier Building Contractor, Inc. for home renovation and reconstruction projects.
BACKGROUND INFORMATION:
The Owner-Occupied Rehabilitation Program is designed to bring eligible homes into compliance with applicable, locally adopted housing rehabilitation standards to reduce ongoing and future maintenance costs, promote energy efficiency, and to preserve decent affordable owner-occupied housing by providing a deferred forgivable loan for up to 15 years. Federal funding for these activities is provided to the City of San Antonio's Home Investment Partnership (HOME) Program, and will be used issued for contractors to perform specified repairs to the eligible homes.
This contract will be awarded in compliance with the San Antonio Housing Authority's Section 3 program, which requires economic opportunities be directed to low-income persons and businesses. Under the Section 3 program, the contractor shall provide contracting employment of 10% of the contract award to Section 3 Certified Businesses and 30% of the total new hires shall be Section 3 Certified Individuals. The Office of Grants Monitoring and Administration will review and approve a Section 3 Utilization Plan submitted by the Respondent prior to the commencement of contract activity, as required by HUD 108 funding requirements. Reporting of actual activity will be required on a monthly basis until project completion.
