An amendment to a "Professional Services Agreement for the Comprehensive Plan Studies" with Economic & Planning Systems, Inc. (EPS)
BACKGROUND INFORMATION:
In September 2012, City Council approved the update of the Comprehensive Plan for the City of San Antonio. The comprehensive planning process was divided into three phases. Phases 2 and 3 will build upon the data from Phase 1. In the first phase, the initial studies identify where future growth can be accommodated in the most strategic and cost effective manner. The Phase 1 initial studies consist of three significant components: 1) Infill Development Capacity Analysis; 2) Future Jobs and Economic Opportunity inside the City Limits; and, 3) Alternative Scenarios and Fiscal Impact. Recently, the Department of Planning and Community Development (DPCD) released a Request for Proposals (RFP) for consultation services for Phase 2 (the plan development and public outreach program) and currently is reviewing responses.
In 2013, DPCD released a RFP to secure consultant services with the initial studies of Phase 1 of the comprehensive planning process. In September of 2013, DPCD secured the consulting services of Economic & Planning Systems, Inc. (EPS). The initial contract term was from September 12, 2013 through August 31, 2014.
ISSUE:
EPS is requesting an amendment to the contract term extending the length of the professional services agreement for the Comprehensive Plan Initial Studies from August 31, 2014 to December 31, 2014. The extension is being requested to facilitate additional time for EPS to complete Component 3 of the study and to satisfy staff review and comment on Components 1 and 2.
