SUBJECT: Contract Award: Pittman-Sullivan Park
SUMMARY:
An ordinance accepting the lowest responsive bid and awarding a construction contract, including four (4) additive alternates, in the amount of $437,661.00 authorized payable to HSC Electric, Inc., for construction of Pittman-Sullivan Park, a 2012-2017 General Obligation Bond funded Project, located in Council District 2.
BACKGROUND INFORMATION:
Project Background
This Project is part of the 2012-2017 Bond Program for Parks, Recreation and Open Space Improvements.  The proposition approved $650,000.00 for general park improvements, to include a walking trail development located in District 2.
This Project provides general park improvements and development of a multi-use walking trail, shade structures, lighting, seating, and historical interpretive signage.  Initially called East End Park, it covers approximately 18 acres and was once the site of a gravel pit.  The park name was changed to Pittman-Sullivan Park in honor of two young neighborhood men who were killed during World War I: Dewey L. Pittman and Edward Burke Sullivan.  Dedicated in 1920, the Park originally featured a sunken garden enclosed by a rock wall and was accessed by stone stairways.  
A significant free standing decorative column currently exists on the site, which prominently displays a recognition plaque dedicated in memory of the two heroes.  At the request of the community to replicate this column, the project will build two additional interpretive columns featuring a semblance of the lone column's scale and detail along the new trail.
By 1960, the sunken garden was removed and filled in to allow for other park improvements. Various recreational facilities have since been added, including tennis courts, a baseball field and grandstands. The park's use has continuously increased with the addition of a playground, group pavilion, restrooms, lighting and the current Davis-Scott YMCA building. The park also serves as the official culminating point of the Martin Luther King Day annual parade.
Public outreach was extended by City staff throughout the community involving numerous public input meeting with various neighborhood associations, the local NAACP, and the Davis-Scott YMCA, which resulted in overwhelming support for the entire project and the walking trail.   
Project construction is anticipated to begin November 2013 and estimated to be completed by March 2014.
Procurement of Services
This Project was advertised for construction bids in the San Antonio Hart Beat, on the City's website and the Texas Electronic State Business Daily in August 2013.  In addition, the bid announcement was made on TVSA and through the Small Business Economic Development Advocacy (SBEDA) Office.  Plans also were available for review by potential bidders at various plan rooms at the office of Terra Design Group located at 816 Cameron, Suite 103, San Antonio, Texas 78212.  Bids for this Project were opened on September 17, 2013 and ten (10) bidders responded.  Of these, HSC Electric, Inc. submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 22% Small Business Enterprise (SBE) subcontracting goal and a 17% Minority/Women Business Enterprise (M/WBE) subcontracting goal.  HSC Electric has committed to meeting the 22% SBE and 17% M/WBE subcontractor goals.  HSC Electric is also a certified small minority business, bringing total SBE participation to 100%.
 
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
ISSUE:
This ordinance accepts the lowest responsive bid and awarding a construction contract, including four (4) additive alternates, in the amount of $437,661.00 authorized payable to HSC Electric, Inc., for construction of Pittman-Sullivan Park, a 2012-2017 General Obligation Bond funded project, located in Council District 2.
This contract provides for general park improvements and development of a multi-use walking trail, shade structures, lighting, seating, and historical interpretive signage. The four (4) additive alternates included as part of this contract include 1) Parking Lot East of YMCA;  2) Trail/Walkway Addition West of YMCA;  3) Resurface Basketball Court;  and 4) Monument Columns.  Project construction is anticipated to begin in November 2013 and is estimated to be completed by March 2014.
Approval of this ordinance will be a continuation of City Council policy to complete previously approved 2007-2012 General Obligation Bond funded projects.
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.  
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount not to exceed $437,661.00 authorized payable to HSC Electric, Inc.  Funds are available from 2012-2017 General Obligation Bond and are included in the FY 2014-2019 Capital Improvement Budget.
RECOMMENDATION:
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount not to exceed $437,661.00 authorized payable to HSC Electric, Inc., for construction of Pittman-Sullivan Park.
