SUMMARY:
 
An ordinance authorizing the execution of a civil engineering services contract in the amount of $610,966.10, authorized payable to CAS Consulting & Services, Inc., to provide project design services for Menger Creek Drainage, a 2012-2017 General Obligation Bond funded project, located in Council District 2.
 
BACKGROUND INFORMATION:
 
Project Background
This Project is part of the voter approved 2012-2017 Bond Program for Drainage and Flood Control Improvements.  This proposition approved $6,526,000 for drainage related improvements, to include reconstruction of Menger Creek channel and upgrade the crossings at Rio Grande Street and Union Pacific Railroad, located in District 3.
 
This Project provides for the design of Menger Creek channel improvements from 400 feet east of Walters Street to the Union Pacific Railroad, a bridge at Rio Grande Street, culvert improvements at the Union Pacific Railroad crossing and a pedestrian bridge at Grimes Street.  This Project will reduce the 100-year floodplain, which currently encompasses neighborhood homes.
 
Procurement of Services
A Request for Qualifications (RFQ) was released in July 8, 2013.  This RFQ was advertised in the San Antonio Hart Beat, on the City's website, TVSA and the Texas Electronic State Business Daily.  Responses were due on July 30, 2013.  Twelve (12) firms responded to the RFQ.   A selection committee consisting of a representative from CIMS, Public Works and SAWS evaluated and ranked the submissions.  The selection committee evaluated and scored the proposals.  Scoring was based on the published evaluation criteria, which included: experience and qualification from prime firm and key sub-consultants, team's experience with San Antonio Region issues, understanding of the project and proposed management plan, and Small Business Economic Development Advocacy Program.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee applied the Small and Minority/ Women-Owned Business Enterprise Prime Contract Program with twenty (20) evaluation preference points awarded to CAS Consulting & Services, Inc., as they are certified SBE and M/WBE firm located within the San Antonio Metropolitan Statistical Area.  Additionally, the Goal Setting Committee set a 28% Small Business Enterprise (SBE) subcontracting goal and CAS Consulting & Services, Inc. has committed to 28% SBE subcontractor participation.
 
Based on the evaluations and rankings made in the selection process, staff recommends CAS Consulting & Services, Inc.
 
This contract was developed utilizing a formal request for qualifications and proposal process; therefore, as required by the Ethics Ordinance, a Discretionary Contracts Disclosure Form has been included herein as an attachment.
 
 
 
 
ISSUE:
 
This ordinance authorizes the execution of a civil engineering services contract in the amount of $610,966.10, authorized payable to CAS Consulting & Services, Inc., to provide project design services for Menger Creek Drainage, a 2012-2017 General Obligation Bond project, located in Council District 2.
 
This contract provides for the design of Menger Creek channel improvements from 400 feet east of Walters Street to the Union Pacific Railroad, a bridge at Rio Grande Street, culvert improvements at the Union Pacific Railroad crossing and a pedestrian bridge at Grimes Street.  This Project will reduce the 100-year floodplain, which currently encompasses neighborhood homes.  Project construction is anticipated to begin September 2015 and estimated to be completed by December 2016.
 
Approval of this ordinance will be a continuation of City Council policy to complete previously approved 2007-2012 General Obligation Bond funded projects.
 
 
 
ALTERNATIVES:
 
City Council could choose not to approve this item and recommend the re-solicitation of these services.  Considering the additional time required for another selection process, this would adversely affect the timely completion of the project.  Furthermore, re-advertising the project would not guarantee an experienced or as qualified consultant as CAS Consulting & Services, Inc.
 
 
FISCAL IMPACT:
 
This is a one-time capital improvement expenditure in the amount of $610,966.10 authorized payable to CAS Consulting & Services, Inc.  Funds are available from 2012-2017 General Obligation Bond and are included in the FY 2014 - 2019 Capital Improvement Budget.
 
 
RECOMMENDATION:
 
Staff recommends approval of this ordinance authorizing execution of a civil engineering services contract in the amount of $610,966.10, authorized payable to CAS Consulting & Services, Inc., for the design of Menger Creek Drainage.
