FY 2014 Task Order Contract for Pavement Markings
 
 
SUMMARY:
 
This ordinance accepts the lowest responsive bid and awards a construction contract in the amount not to exceed $1,070,013 payable to Flasher Equipment Company in connection with the FY 2014 Task Order Contract for Pavement Markings for the installation and maintenance of pavement markings at numerous locations throughout the City as approved in the FY 2014 - FY2018 Infrastructure Management Program.
 
BACKGROUND INFORMATION:
 
This Project was advertised for construction bids in the San Antonio Hart Beat, on the City's website and on the Texas Electronic State Business Daily in September 2013.  In addition, the bid announcement was made on TVSA and through the Small Business Economic Development Advocacy (SBEDA) Office.  Bids for this project were opened on Tuesday, September 24, 2013, with three (3) responsive bidders. Flasher Equipment Company was the lowest responsive bidder with a bid amount of $1,070,013.00.  
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 10% Minority/Women Business Enterprise (M/WBE) subcontracting goal. Flasher Equipment Company has committed to 10% M/WBE's subcontractor participation.  In addition, Flasher Equipment Company is a certified small business enterprise, bringing the SBE participation to 100%.      
 
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
 
ISSUE:
 
This ordinance will award the FY 2014 Task Order Contract for Pavement Markings to Flasher Equipment Company for an amount not to exceed $1,070,013.00 for the delivery of Public Works Infrastructure Management Program projects as approved in the FY 2014 - FY2018 Infrastructure Management Program (IMP).
 
This contract will be utilized primarily to complete approximately 81 center line miles of pavement markings identified in the 2014 IMP along with additional projects that may materialize throughout the contract term. Work activities will be allocated in the form of task orders as availability of funds is identified.
 
All pavement markings (vehicle lanes, bike lanes, crosswalks, stop bars, etc.) within the 2014 project limits will be refreshed with this specific task order contract.  A separate task order contract will be awarded for new stand-alone bicycle lane projects funded and included under the ATD program on the IMP.  That separate task order contract for new bike facilities is anticipated to be brought forward to City Council the latter part of November.  In addition to the pavement marking contracts, City crews also refresh school crosswalks, respond to 311 requests, and provide necessary markings as a result of traffic improvements, such as a marking related new stop signs.
 
ALTERNATIVES:
 
An alternative to utilizing an outside contractor to complete these projects would be to use in-house staff.  However, the equipment required for this type of effort is not available in-house and with staff's existing workload completing long lane line markings of this volume would not be possible.
 
Public Works staff, in review of potential alternatives, has determined that awarding Flasher Equipment Company the FY 2014 Task Order Contract for Pavement Markings is in the best interest of the City in order to expedite project delivery and ensure completion of Public Works IMP pavement markings related projects.
 
 
 
FISCAL IMPACT:
 
This contract will be used to complete pavement markings identified in the 2014 IMP, along with additional projects that may materialize throughout the contract term, and is funded out of the General Fund, ATD, Annual Traffic Signal Program and NAMP funds. Additional work activities will be allocated in the form of task orders as availability of funds is identified.
 
RECOMMENDATION:
 
Staff recommends the approval of this ordinance awarding the 2014 Task Order Contract for Pavement Markings construction contract to Flasher Equipment Company in an amount not to exceed $1,070,013.00.
