SUMMARY:
 
This ordinance authorizes acceptance of a contract with Triad Marine & Industrial Supply Inc. to provide the Fire Department with two rescue boats, outboard motors and trailers for a total cost of $50,999.96.  This purchase will be funded utilizing the 2011 State Homeland Security Program.
 
 
BACKGROUND INFORMATION:
The attached tabulation of one bid to provide the Fire Department with two rescue boats is hereby submitted for City Council consideration and action.  The low responsive bid was submitted by Triad Marine & Industrial Supply, Inc. for a total cost of $50,999.96 to be funded by 2011 State Homeland Security Program.
 
These grant funds are designed to assist high threat, high density urban areas in building and sustaining capabilities to prevent, protect against, respond to and recover from catastrophic events through multi-disciplinary planning, operations, equipment purchases training and exercises.
 
 
The Fire Department's current fleet consists of eight rescue boats.  During the Memorial Day Flood, two rescue boats were damaged beyond repair.  This purchase will provide two replacement rescue boats and bring the Department's fleet back to eight operational units to be used for necessary public safety work during emergency situations.  The two replacement rescue boats will be housed at Fire Station 11 located at 610 South Frio in addition to two units currently stored at this location. Four of the units are currently housed at Fire Station 51 located at 5020 Beckwith Boulevard.
 
The new units are grant funded and will not be placed into the Vehicle Replacement Program.  There is currently no viable alternative fueled equipment available for rescue boats.
 
 
 
 
ISSUE:
 
This contract will provide two rescue boats for the San Antonio Fire Department.  These rescue boats are additional units to the City's fleet and are used for swift water rescue in and around the San Antonio area.  Purchase of these units will provide support of public safety for the citizens of the City of San Antonio during emergency situations.  
This equipment is covered by a five year warranty, which includes labor, one year warranty on parts, attachments and accessories and a three year warranty on the motor.
The Small Business Economic Development Advocacy Ordinance requirements were waived due to lack of qualified SMWBE's available to provide the goods or services.
There were no bids submitted from local bidders for this contract; therefore, the Local Preference Program was not applied.
 
 
 
ALTERNATIVES:
 
Should this contract not be approved, the San Antonio Fire Department's ability to perform vital search and rescue functions during emergency situations may be adversely affected.  The San Antonio Fire Department would lose federal grant funding thus further jeopardizing any future grant awards in the next fiscal year.  
 
 
FISCAL IMPACT:
 
The purchase of these units is for a total cost of $50,999.96. This purchase will be funded utilizing the 2011 State Homeland Security Program.
 
 
 
RECOMMENDATION:
 
Staff recommends the approval of this purchase with Triad Marine & Industrial Supply, Inc. for the total cost of $50,999.96.
This contract was procured on the basis of low bid and a Contracts Disclosure Form is not required.
