SUBJECT:

Construction Contract Award for Taxiway Romeo Charlie at San Antonio International Airport


SUMMARY:

This Ordinance authorizes a construction contract with J3 Company, LLC in the amount of $841,383.00 for Taxiway Romeo Charlie Extension at the San Antonio International Airport. The project will extend Taxiway Romeo Charlie approximately 800 feet. The project is funded by Airport Improvement and Contingency funds.


BACKGROUND INFORMATION:

The Taxiway Romeo Charlie (RC) Extension project extends the taxiway approximately 800 feet to provide additional airside access in support of new tenant development.

Solicitation
An Invitation for Bids was released on December 18, 2013. The solicitation was advertised in Hart Beat and on the City of San Antonio website. Four bids were opened on January 21, 2014. AECOM evaluated the bids and determined the lowest, responsive bid was J3 Company.

Disadvantaged Business Enterprise (DBE)
This solicitation was submitted under the Disadvantaged Business Enterprise (DBE) program to allow the Airport to seek reimbursement from the Federal Aviation Administration. The Small Business Section of the Aviation Department has reviewed and approved the DBE Good Faith Effort Plan submitted by J3 Company. The DBE Goal for this project was established at 13%. J3 Company has committed to subcontracting 15.13% of the project to certified DBE firms.


ISSUE:

This action continues the policy of City Council to enhance airfield capacity and improve land use at the San Antonio International Airport.


ALTERNATIVES:

City Council could choose not to approve awarding this construction contract; however, the City is not equipped or staffed to construct the project.
