SUBJECT:
San Antonio River Outlet Tunnel Gate Repair and Transfer Switch Replacement
 
 
SUMMARY:
This ordinance authorizes a contract with Dorazio Enterprises, Inc. to repair the San Antonio River tunnel outlet gates and replace the tunnel inlet transfer switch for a total cost of $76,000.00.  Funding is available from the FY 2014 Storm Water Operations Fund.
 
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the attached bid tabulation of two competitive bids to provide repairs to the San Antonio River tunnel outlet gates and replacement of the tunnel inlet transfer switch.  During a flood on May 25, 2013, the gates and transfer switch received severe damage from the force of the volume of storm water run-off.  
 
Funding for repair was approved in the FY 2014 Budget and a solicitation was released in November 2013. During the bid period a site visit revealed that the existing automated transfer switch (ATS) was obsolete and specifications would need to include engineering a new model ATS to retrofit in existing system panel.  As a result, the bid was cancelled and re-issued in December 2013 with updated specifications.  The Invitation for Bid (IFB) was evaluated base on the published bid specifications and the low bid was submitted by Dorazio Enterprises, Inc.
 
The repair to the tunnel outlet gates and replacement of the transfer switch are covered by a minimum one year warranty of all components parts and service.
 
 
ISSUE:
This contract will provide the Transportation and Capital Improvements Department with repairs required for the San Antonio River tunnel outlet gate and replacement of the tunnel inlet transfer switch.
 
This contract is within the scope of the Small Business Economic Development Advocacy (SBEDA) Program.  However, due to the type of commodities/services being procured and value of the contract, no SBEDA tool is available.
 
In accordance with the Local Preference Program, no local preference was applied, since the local bidder is not within 3% of the recommended lowest non-local bidder.
 
The Veteran-Owned Small Business (VOSB) Preference Program does not apply to this contract since it was solicited on or prior to January 15, 2014, the effective date of the program.  Additionally, the VOSB does not apply to non-professional service contracts.
 
 
ALTERNATIVES:
Should this contract not be approved, the lack of repairs to the San Antonio River tunnel gates could cause an unforeseen hazard to the tunnel infrastructure and result in increased costs to repair.   
 
 
FISCAL IMPACT:
The repairs of the San Antonio River tunnel outlet gates and replacement of the tunnel inlet transfer switch for a total cost of $76,000.00 will be funded by the FY 2014 Storm Water Operations Fund.
 
 
RECOMMENDATION:
Staff recommends the approval of the contract with Dorazio Enterprises, Inc. for a total cost of $76,000.00.   This contract is procured by means of competitive bidding and a Contracts Disclosure Form is not required.
