FY 2014 HOME CHDO Operating Expense Award
SUMMARY:
An Ordinance allocating $150,000 in FY 2014 Home Investment Partnership (HOME) Community Housing Development Organization (CHDO) Operating Expense Set-Aside funds for the Habitat for Humanity, Alamo Area Mutual Housing Inc., Neighborhood Housing Services of San Antonio, and Merced Housing of Texas for operating expenses.
BACKGROUND INFORMATION:
Through Ordinance 2013-08-01-0499, the City of San Antonio approved FY 2014 Action Plan and Budget for the fiscal year beginning October 1, 2013. Included in the adopted budget, the HOME program established a $150,000 set-aside for Community Housing Development Organizations (CHDO's) for eligible operating expenses.
The HOME Program was created by the National Affordable Housing Act of 1990. The purpose of the HOME Program is to increase the supply of safe, decent, sanitary, and affordable housing for low and very-low-income households. The program also seeks to expand the capacity of nonprofit housing providers, strengthen the ability of local governments to provide affordable housing; and leverage private-sector participation.
On December 20, 2013, staff released a Request for Applications (RFA) seeking applications from Community Housing Development Organizations for eligible operating expense based on financial need and the expectation that the CHDO will utilize the City's HOME CHDO development funding within 24 months of the award or has a project underway funded with HOME CHDO funds.
ISSUE:
The City received five responses to the Request for Applications (RFA) for FY 2014 CHDO Operating Expense Set-Aside fund. Four applicants met the threshold requirements of the application and are certified as a CHDO's. One agency, Housing and Community Services, Inc., was non-responsive, submitting an application that did not meet the requirements of the RFA.
In accordance with the Project Selection Procedures for the Division of Grants Monitoring and Administration, evaluation committee was established to score and rank applications.
The application was evaluated based on:
1. Experience, Background, and Qualifications (50 points)
2. Proposed Plan (50 points)
Evaluation Team members consisted of staff from the Department of Planning and Community Development and the Department of Human Services. The evaluation concluded four of the applicants met the threshold requirements of the application and CHDO certification requirements. The following applications were recommended for award.

ALTERNATIVES:
City Council may elect not to approve staff recommendation and the City would issue a new Request for Applications.
FISCAL IMPACT:
This proposed action will have no impact on the General Fund budget and will be funded with HOME funds set aside in the FY 2014 Action Plan and Budget.
RECOMMENDATION:
Staff recommends allocating $150,000 in FY 2014 Home Investment Partnership (HOME) Community Housing Development Organization (CHDO) Operating Expense Set-Aside funds for the Habitat for Humanity, Alamo Area Mutual Housing Inc., Neighborhood Housing Services of San Antonio, and Merced Housing of Texas for operating expenses.
