SUBJECT:

Revisions to the Master Lease Agreement for the West Air Cargo Facility at San Antonio International Airport


SUMMARY:

This Ordinance authorizes revisions to the master lease agreement for the West Air Cargo Facility at the San Antonio International Airport to allow the Aviation Director to authorize the recapture, relocation, adjustment, reconfiguration, enlargement or reduction of the leased cargo space for current and future lease agreements. Currently, City Council is required to authorize these actions.


BACKGROUND INFORMATION:

The West Air Cargo Facility is located at 10000 John Saunders Road. The City utilizes a standard lease agreement for this facility as it is comprised of 32 cargo bays that are the same size with same amenities. Under the agreement, cargo companies and service providers are permitted to occupy the cargo building for the handling and processing of air and other cargo, storage of ground equipment and ground vehicles, associated office functions, and other related uses. These leases are essentially uniform for all users of the cargo building.

City Council authorized the Master Lease Agreement for the West Cargo Facility on October 10, 2013 through Ordinance 2013-10-10-0706, allowing the Aviation Director to approve new lease agreements for the tenants in the facility. However, language was included that required the authorization of City Council for the recapture, relocation, adjustment, reconfiguration, enlargement or reduction of the leased cargo space. This revision will authorize the Aviation Director to approve these actions for future and current lease agreements at the West Cargo Facility.


ISSUE:

The continuation of air cargo operations facilitates aviation-related commerce and assists in the flow of goods in and out of San Antonio.
