SUBJECT:

Contract Agreement with the City of San Antonio, San Antonio Housing Authority (SAHA) and Haven For Hope for the Homeless Services Voucher Program


SUMMARY:

This ordinance authorizes the final negotiation and execution of a contract between the City of San Antonio, San Antonio Housing Authority (SAHA) and Haven For Hope for operation of the Homeless Services Voucher Program. Through this contract Haven for Hope will administer SAHA rental subsidies and supportive services through the Homeless Services Voucher Program through a term ending on July 31, 2014. Additionally it authorizes the Director of the Department of Human Services to automatically renew the contract on an annual basis following the end of term, and grants the Director authority to modify terms of the agreement for necessary and/or beneficial program improvements.


BACKGROUND INFORMATION:

The Housing Choice Voucher program is authorized by the U.S. Department of Housing and Urban Development (HUD) for assisting eligible, very low-income families to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, and apartments. SAHA receives federal funds from HUD to locally administer the voucher program. On average, a total of 400 vouchers are allotted for local distribution through SAHA.

The City of San Antonio, SAHA, and Haven for Hope have provided support and housing for San Antonio homeless individuals and families by combining rental subsidies with supportive services. The City of San Antonio maintains oversight responsibility to ensure that Haven for Hope is administering the vouchers according to program guidelines.
