Authorizing an Amendment to the DSHS Title V Child Health Services Grant Agreement and UTHSCSA Dental School Agreement
 
 
SUMMARY:
 
This Ordinance authorizes a contract amendment to an agreement with the Texas Department of State Health Services (DSHS) for Title V Child Dental Health Services to accept an additional $110,849.00 in grant funding from DSHS (Attachment I) and authorizes a revised budget as shown in Attachment II, bringing the total cumulative amount of the DSHS contract to $252,000.00.
 
In addition, this Ordinance authorizes an amendment to an existing agreement with the University of Texas Health Science Center at San Antonio (UTHSCSA) Dental School to provide an additional $88,679.00 bringing the total cumulative amount of the contract to $201,600.00 for dental treatment services for pediatric dental patients referred by the San Antonio Metropolitan Health District (Metro Health) to the UTHSCSA Dental School for a term beginning September 1, 2013 and ending August 31, 2014.
 
BACKGROUND INFORMATION:
 
On April 4, 2013 through Ordinance number 2013-04-04-0226, City Council authorized the acceptance of DSHS grant funds upon award for Title V Child Dental Health Services.  On an annual basis, the Metro Health Dental Program provides diagnostic and preventive care to more than 12,000 children living in poverty by providing services in non-traditional settings, such as Head Start, and on campuses of local Title I elementary schools. Through these programs, many children are identified with additional dental treatment needs beyond the scope of Metro Health services.  Case management services are provided by Metro Health dental staff to assist participating children to receive needed treatment and to connect families to a source of ongoing care in the community.  Approximately 23% of children enrolled in the City's Head Start Program are not covered through Texas Medicaid or the Children's Health Insurance Plan (CHIP).  During the 2010-2011 school year more than 1,850 children that are enrolled in the program were identified with untreated decay.
 
Historically, Metro Health has contracted with the UTHSCSA Dental School as a cost-effective means of providing access to high quality dental care for children throughout the community who are uninsured or underinsured identified through City outreach programs that have extensive dental needs beyond the scope of services offered by Metro Health.  This contract was most recently authorized through Ordinance number 2013-09-19-0654 on September 19, 2013.
 
Recently, additional funding became available through DSHS for dental health programs already receiving Title V Child Dental Health Grant funding.  Through this additional funding provided by DSHS, Metro Health will provide an additional $88,679.00 to the existing agreement with the UTHSCSA Dental School to be paid on a fee-for-service basis bringing the total cumulative amount of the contract to $201,600.00 for the term September 1, 2013 to August 31, 2014.
 
 
ISSUE:
 
Metro Health is requesting City Council authorization of an amendment to an existing agreement with DSHS for Title V Child Dental Health Services to accept an additional $110,849.00 in funding, bringing the total cumulative amount of the contract to $252,000.00.  
 
In addition, this Ordinance will authorize an amendment to an agreement with the UTHSCSA Dental School to provide an additional $88,679.00, bringing the total cumulative amount of the contract to $201,600.00, to provide additional funding for dental treatment services for pediatric dental patients referred by Metro Health to the UTHSCSA Dental School.
 
 
ALTERNATIVES:
 
Should these contract amendments not be authorized, Metro Health will forgo an additional $110,849.00 in funding that is being made available to provide additional dental health services to children that are either uninsured or underinsured.  In addition, Metro Health would be unable to provide additional funding to the UTHSCSA Dental School to provide additional dental treatment services for pediatric dental patients referred by Metro Health to the UTHSCSA Dental School that are requiring extensive dental treatment beyond the scope of services offered by Metro Health.
 
 
FISCAL IMPACT:
 
The authorization of the DSHS contract amendment for the Title V Child Dental Health Services will provide Metro Health's Dental Program with an additional $110,849.00 in funding bringing the new cumulative amount of the DSHS contract to $252,000.00.  In addition, the UTHSCSA Dental School contract amendment will allow Metro Health to provide additional compensation in the amount of $88,679.00 bringing the total cumulative amount of the contract to $201,600.00.  
 
The remaining $50,400.00 of grant funding provided by DSHS to Metro Health's Dental Program will be used to support enrollment and eligibility activities related to the project.
 
 
RECOMMENDATION:
 
Staff recommends approval of an Ordinance authorizing an amendment to the existing Title V Child Dental Health Services contract to accept additional funding from DSHS and authorizing an amendment to the UTHSCSA Dental School contract for specialty dental services.
