Contract Award: SAPD Police Helicopter Hangar Renovations
 
SUMMARY:
An ordinance accepting the lowest responsive bid and awarding a construction contract, for construction of SAPD Police Helicopter Hangar Renovations Project in the , located in Council District 3, in the amount of $1,683,000.00, authorized payable to Davila Construction, Inc.
 
BACKGROUND INFORMATION:
Project Background
On January 2013 an Interdepartmental Agreement between the Aviation Department and the San Antonio Police Department was signed allowing the San Antonio Police Department to lease hangar space at Stinson Municipal Airport located at 8406 Cadmus Street, San Antonio Texas.  The Stinson Municipal Airport is managed by the Aviation Department and its where the hangar space is located.  
 
The current hangar space provides room for only three (3) helicopters; however, additional space is needed.  This Project will provide leased hangar space, for four (4) helicopters by providing interior renovations, which includes a new hangar door, structural framing modifications, interior office space, helicopter helipads, wash bays, refueling stations and a parking area.  Project construction is anticipated to begin in July 2014 and estimated to be completed by December 2014.  The lease agreement for this facility is for a period of 20 years.
 
Procurement of Services
This Project was advertised for construction bids in the San Antonio Hart Beat, on the City's website and the Texas Electronic State Business Daily in April 2014.  In addition, the bid announcement was made on TVSA and through the Small Business Economic Development Advocacy (SBEDA) Office.  Plans were also available for review by potential bidders at the office of Beaty Palmer Architects, Inc. located at 110 Broadway, Suite 600, San Antonio, Texas 78205.  Bids for this project were opened on May 13, 2014, and eight (8) bidders responded.  Of these, Davila Construction, Inc., submitted the lowest responsive bid.  A matrix of the bid outcome is included herein as Attachment 2.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 26% Small Business Enterprise (SBE) subcontracting goal, 22% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise (AABE) subcontracting goal.  Davila Construction, Inc. has committed to 54.12% SBE, 36.06% M/WBE and 10.70% AABE subcontractor participation.
 
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
 
 
ISSUE:
This ordinance accepts the lowest responsive bid and awards a construction contract in the amount of $1,683,000.00, authorized payable to Davila Construction, Inc., for construction of SAPD Police Helicopter Hangar Renovations, a Certificates of Obligation funded Project, located in Council District 3.
 
This contract provides for interior renovations to an existing hangar, which includes a new hangar door, structural framing modifications, interior office space, helicopter helipads, wash bays, refueling stations, and a parking area.  This Project will provide leased hangar space for four (4) helicopters and replaces the existing leased hangar space which provided space for only three (3) helicopters.  Project construction is anticipated to begin in July 2014 and estimated to be completed by December 2014.
 
Approval of this ordinance will be a continuation of City Council policy to complete previously approved 2007-2012 Certificates of Obligation funded projects.
 
 
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project.
 
 
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount of $1,683,000.00 authorized payable to Davila Construction, Inc. This project is funded using Certificates of Obligation included in the FY 2014 - FY 2019 Capital Improvement Program and balances from previously completed capital projects.
 
 
RECOMMENDATION:
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $1,683,000.00, authorized payable to Davila Construction, Inc., for construction of SAPD Police Helicopter Hangar Renovations.
