SUBJECT:

Authorizing an Amendment to the Purdue University Agreement

SUMMARY:

This Ordinance will authorize an amendment to the agreement with Purdue University extending the term to July 31, 2015 and increasing the current maximum amount of the agreement by $21,000.00 to an amount not to exceed $56,000.00 for additional Lean Healthcare for Public Health yellow belt training and certification coaching for the San Antonio Metropolitan Health District (Metro Health).  Funding for this agreement is available and budgeted within Metro Health's Public Health Infrastructure Grant funded by the Centers for Disease Control (CDC).

BACKGROUND INFORMATION:

Metro Health is an organization dedicated to providing leadership and services for San Antonio and Bexar County to prevent illness and injury, promote healthy behaviors, and protect against health hazards.  Metro Health is accomplishing its bold vision by moving toward a high-performance health department through innovative approaches to preventive care and population-based services.

In August 2013, Metro Health contracted with Purdue University to provide training to Metro Health Program Managers/leaders (Program Managers) in the performance management system Lean Six Sigma for Public Health using the Purdue Healthcare Advisors Lean Healthcare for Public Health Yellow Belt curriculum.  Through this training, Program Managers become eligible for Lean Six Sigma yellow belt certification after passing an exam and completing a project.  Purdue University is also providing remote coaching to project teams to facilitate the project work required for certification and to assess progress in implementing solutions, retention of key concepts and sustainability of strategies implemented.

This contract amendment will allow Metro Health to expand the training and certification coaching to 15 additional Program Managers.

ISSUE:

In preparation for submission of an application for national accreditation of Metro Health there is a requirement for a workforce development plan. As this plan is under development, one of the primary goals is to develop a standard level of education for all professional Metro Health employees. In recognizing the rigor and discipline of Lean performance improvement methodologies to achieve improved outcomes, this training and certification allows for a more professional workforce.

ALTERNATIVES:

Expanding training and Lean Six Sigma yellow belt certification eligibility to an additional 15 Program Managers will allow Metro Health to meet grant deliverables which include specific workforce development goals for Metro Health employees. The workforce development plan is also a requirement of the Public Health Accreditation standards. If this contract amendment is not approved, Metro Health will forgo an opportunity to obtain additional training and certification coaching with available grant funds.

FISCAL IMPACT:

Funding for this agreement is available and budgeted within Metro Health's FY 2014 Public Health Infrastructure grant budget.  The total amount of funding for this agreement will not exceed $56,000.00.  This agreement will have no fiscal impact on the General Fund.

RECOMMENDATION:

Staff recommends approval of a contract amendment extending the term of the agreement with Purdue University to July 31, 2015 and increasing the current maximum amount of the agreement by $21,000.00 to an amount not to exceed $56,000.00 for Lean Healthcare for Public Health yellow belt training and certification coaching.
