SUMMARY:
This ordinance authorizes acceptance of a contract with National Bus Sales & Leasing, Inc. to provide the City of San Antonio with five 23 passenger shuttle buses for a total cost of $578,240.07 of which $346,944.04 will be paid from prior years Senior Nutrition Program Grant, $141,296.03 from FY 2014 General Fund, and $90,000 from Public Property Finance Contractual Obligation, Series 2013 (PPFCO).   
 
 
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is an offer submitted by National Bus Sales & Leasing, Inc. utilizing cooperative purchasing contract number 071-072-AT through Texas Comptroller Contract (TX-MAS) for the purchase of five 23 passenger shuttle buses for a total cost of $578,240.07.
 
The contract will provide five 23 passenger shuttle buses that will be utilized by the Department of Human Services (DHS).  DHS provides transportation services to senior citizens at all City managed Senior Centers.  The number of clients who need transportation at the Comprehensive (all day) centers has increased requiring larger capacity vehicles as well as vehicles that will accommodate disabled seniors. These units are additional units to the City's fleet and will be funded through the prior year Senior Nutrition Program Grant, General Fund and Public Property Finance Contractual Obligations.
 
The new units will be placed into the Equipment Renewal and Replacement Fund.  Life expectancy of these units is 120 months.
 
 
 
ISSUE:
This contract will provide DHS with five 23 passenger shuttle buses. These units are additional units to the City's fleet and will be used by the DHS department for transportation services for senior citizens.  
 
The five vehicles will be purchased from National Bus Sales & Leasing, Inc. utilizing the Texas Comptroller Contract (TXMAS) cooperative purchasing contract number 071-072-AT will be made in accordance with the State Cooperative program passed on resolution no. 91-39-53 dated 9/12/1991.
 
All vehicles are covered by a five year/100,000 miles drive train warranty and three years/36,000 miles, bumper to bumper warranty that will start on the day each unit is placed into service.
 
The Small Business Economic Development Advocacy Ordinance requirements were waived due to the lack of qualified SMWBE's available to provide the goods and services.
 
This contract is an exception to the Local Preference Program.
 
The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.
 
 
ALTERNATIVES:
Should this purchase not be approved, the availability of transportation services at the Comprehensive Senior Centers would be reduced.  Senior Services operational activities would be unfavorably impacted without the addition of these vehicles.  This would in turn reduce the ability of the Senior Center Based Transportation Program to provide timely and efficient services to residents of San Antonio.
 
 
 
FISCAL IMPACT:
The purchase of five 23 passenger shuttle buses for a total cost of $578,240.07  of which $346,944.04  will be paid from prior years Senior Nutrition Program Grant,  $141,296.03 from FY 2014 General Fund, and $90,000 from Public Property Finance Contractual Obligation, Series 2013 (PPFCO).  
 
 
RECOMMENDATION:
Staff recommends the approval of a contract to purchase five 23 passenger shuttle buses from National Bus Sales & Leasing, Inc. for the total cost of $578,240.07.  
 
This contract is procured by means of cooperative purchasing and a Contracts Disclosure Form is not required.
