Interlocal Agreement with Bexar County for the Knoll Creek Project (SC-4).
 
 
SUMMARY:
 
An Ordinance authorizing the execution of an Interlocal Agreement and payment to Bexar County in a total amount not to exceed $376,337.00, to incorporate the design and construction management services of two City projects, Briarcrest Drainage Project, a 2011 Stormwater Revenue Bond Project in the amount of $182,646.00, and a portion of  the Higgins and Classen Intersection Improvement Project, a 2012 Bond Program project in the amount of $193,691.00, into the County's approved Flood Control Capital Project Knoll Creek between Classen and Jung Road (SC-4) located in Council District 10; and authorizing payment to Bexar County in a total  amount not to exceed $376,337.00.
 
 
BACKGROUND INFORMATION:
 
The Knoll Creek Project (SC-4) is part of the Bexar County Flood Control Program and is within the San Antonio City limits between Classen and Jung Road.  The Project will improve two low water crossings, provide access during the 1% (100 year) storm event and protect the health, safety and welfare of the citizens.  The Project includes some channelization upstream and downstream of the proposed drainage structures at Classen and Jung Road.  In 2011, during the preliminary design phase of the Knoll Creek Project (SC-4), Bexar County Flood Control Program acquired a total of 19 properties along Briarcrest and Classen at an estimated cost of $3.5 Million.   
 
Under this agreement, Bexar County's Knoll Creek Project (SC-4) will incorporate the design and construction of two City projects, Briarcrest Drainage Project and a portion of the Higgins and Classen Intersection Improvement Project.   The Briarcrest Drainage Project is a 2011 Stormwater Revenue Bond Project in the amount of $182,646.00 and the Higgins and Classen Intersection Improvement Project is a 2012 Bond Program project in the amount of $193,691.00.
 
The Briarcrest Drainage Project will consist of an underground drainage system designed to capture surface runoff upstream of Briarcrest Drive and convey runoff through the system into a drainage swale south of Briarcrest Drive (Knoll Creek Project SC-4) to alleviate flooding along Briarcrest Drive.  The Higgins and Classen Intersection Improvement Project consist of adding additional pavement to the Classen Road to accommodate left turning traffic from northbound Classen Road onto Briarcrest Drive.  Incorporating the design and construction of the two City projects into the County's approved Flood Control Capital Project Knoll Creek between Classen and Jung Road (SC-4) is cost effective and will minimize construction inconveniences to the public. The Knoll Creek Project (SC-4) is scheduled to begin in November 2014 and be completed by November 2015.  Following Substantial Completion of the three Projects (Briarcrest Drainage, Higgins Intersection Improvement Project and Knoll Creek (SC-4), City will be responsible for all costs associated with operating and maintaining the Projects and County shall have no further financial obligation.
 
 
ISSUE:
 
An ordinance authorizing the execution of an Interlocal Agreement with Bexar County and authorizing payment in the amount not to exceed $376,337.00 for the County to manage, design, and construct two City projects, Briarcrest Drainage Project, a 2011 Stormwater Revenue Bond Project in the amount of $182,646.00 and a portion of the Higgins and Classen Intersection Improvement Project, a 2012 Bond Program project in the amount of $193,691.00, into the design and construction of the County's approved Flood Control Capital Project Knoll Creek between Classen and Jung Road (SC-4) located in Council District 10; and authorizing the payment.  
 
Approval of this ordinance will be a continuation of City Council's policy to collaborate with other governmental agencies in supporting the City's commitment to maintaining and improving existing infrastructure.
 
 
ALTERNATIVES:
 
As an alternative, City Council could choose not to approve this Interlocal Agreement with Bexar County and require this work to be completed by City of San Antonio.  The most cost effective option is to approve this agreement, which will reduce costs and minimize construction inconveniences to the public.
 
 
FISCAL IMPACT:
 
This ordinance approves the agreement and authorizes payment  to Bexar County in a total amount not to exceed $376,337.00 for management, design and construction of two City projects, Briarcrest Drainage Project, a 2011 Stormwater Revenue Bond Project in the amount of $182,646.00 and a portion of the Higgins and Classen Intersection Improvement Project, a 2012 Bond Program project in the amount of $193,691.00 with the overall design and construction of the County's approved Flood Control Capital Project Knoll Creek between Classen and Jung Road (SC-4). Both Projects are included in the FY 2014-2019 Capital Improvement Program.
 
 
RECOMMENDATION:
 
Staff recommends approval of this ordinance by authorizing the execution of this Interlocal Agreement with Bexar County for design and construction of two City projects, Briarcrest Drainage Project, a 2011 Stormwater Revenue Bond Project in the amount of $182,646.00 and a portion of the Higgins and Classen Intersection Improvement Project, a 2012 Bond Program project in the amount of $193,691.00 to be completed with the overall design and construction of the County's approved Flood Control Capital Project Knoll Creek between Classen and Jung Road (SC-4).
