Amendment to an Advanced Funding Agreement on the Callaghan Road Project

SUMMARY:
An ordinance authorizing an amendment accepting an additional amount from TxDOT up to $1,652,788.00 to extend the Callaghan Road Project limits from IH410 to Spur 421 (Bandera Road) and authorize payment in the amount of $11,570.00 to the TxDOT for state oversight costs for the Callaghan Road Project, a 2012 - 2017 General Obligation Bond funded project, located in Council District 7.

BACKGROUND INFORMATION:
Project Background
The City's Callaghan Road Project is an authorized 2012 - 2017 General Obligation Bond Project which has $6,630,000.00 in City funding and $8,708,128.00 in federal funding and provides for turn lanes, sidewalks and drainage improvements from Centerview Drive to Evers Road. Per the Federal Highway Administration direction to adjust the termination points of the Callaghan Project, extended Project limits were requested and approved by the Metropolitan Planning Organization (MPO), adjusting the limits from IH410 to Spur 421 (Bandera), adding around a quarter of a mile to the Project. Due to that extension, an additional $1,652,788.00 in federal funds was made available to the Project. The City will design and construct the roadway improvements, leveraging funding and state oversight from TxDOT. Design currently is at 70% completion and the Project construction is anticipated to begin in October 2015, completing in July 2017.

Previous Council Action
A previously executed Advanced Funding Agreement with the TxDOT, in the reimbursable amount of $8,708,128.00 for the Callaghan Road Project, was approved by City Council on June 6, 2013 through Ordinance 2013-06-13-0416. This amendment will increase that agreement by $1,652,788.00. This is the first amendment to this Agreement.
