Briefing on the PlanSA 2040 Comprehensive Plan Initiative.


SUMMARY:

This item will provide the initial briefing to the Comprehensive Planning Committee on the PlanSA 2040 Comprehensive Plan Initiative.


BACKGROUND INFORMATION:

In September 2012, City Council approved the development of the Comprehensive Planning process for the City of San Antonio. The City Council budgeted $500,000 ($250,000 in FY 2013 and $250,000 in FY 2014) to develop the comprehensive plan, of which the initial $250,000 was utilized to secure consultant assistance to identify where future growth can be accommodated in the most strategic and cost effective manner. The initial scope of work focused on: 1) Infill Development Capacity Analysis; 2) Future Jobs and Economic Opportunity inside the City Limits; and, 3) Alternative Scenarios and Fiscal Impact. In September of 2013, the Department of Planning & Community Development (DPCD) secured the services of Economic and Planning Systems, Inc. (EPS). This briefing will detail the initial findings of EPS related to the methodology for the studies and the consultant's initial analysis related to land supply inside the city limits (infill capacity), development demand (potential for growth within activity centers), and a growth forecast.

Additionally, DPCD has released a second $250,000 Request for Proposals (RFP) in order to secure consultant assistance with the public participation process; illustrate the recommended growth scenarios; and to write the plan document. The Phase II consultant staff recommendation was completed August 2014 and the prepared contract will be placed on a September City Council meeting agenda for Council consideration and approval.
