SUBJECT:

Amendment to a professional services agreement with CDS Muery for additional engineering design services on the Callaghan Road Project

SUMMARY:

An ordinance authorizing an amendment to the professional services agreement with CDS Muery for the Callaghan Road Project, from IH 410 to Spur 421 (Bandera Rd), increasing the contract total by $225,600.00 to $1,564,779.02. for additional engineering design services. This is a 2012-2017 General Obligation Bond Program funded project, located in Council District 7.

BACKGROUND INFORMATION:

The City's initial Callaghan Road Project provided for turn lanes, sidewalks and drainage improvements from Centerview Drive to Evers Road. However during the initial design process, the Federal Highway Administration (FHWA) requested the extension of the project limits from Centerview Dr. to IH 410 on the north end of the project and from Evers Road to Spur 421 (Bandera Road) on the south end of the project extending the limits by approximately a quarter mile. The Alamo Area Metropolitan Planning Organization (MPO) approved the extension on March 24, 2014 and City Council approved it on August 14, 2014.

Due to the extension of the Callaghan project limits, a project schematic layout (preliminary plan view) was requested to be prepared, submitted and approved by TxDOT. In addition, the drainage outfall system along Centerview needs to be extended and additional design services including roadway design, drainage, retaining walls, pavement markings, signage, traffic control, storm water pollution prevention, as well as utility coordination will be required for the extended limits. Currently, the project has $6,630,000.00 in City funding and $10,360.916.00 in Federal funding.
