Interlocal Agreement with Bexar County for Seeling Channel Drainage Project Phase II
 
 
SUMMARY:
An Ordinance authorizing an Interlocal Agreement between the City of San Antonio and Bexar County for acceptance of funds in the amount of $4,000,000.00, for the Seeling Channel Drainage Project Phase II, a 2012-2017 General Obligation Bond Project, located in Council District 7.  
 
BACKGROUND:
Project Background
 
The City of San Antonio's Seeling Channel Drainage Project Phase II is a $24.6 million 2012-2017 Bond Project.  The Project will reconstruct the Seeling Channel from the upstream limit of Phase I Wilson Boulevard to the downstream limit at the Morning Glory intersection.  The improvements include widening and deepening an existing concrete channel, as well as an incidental roadway/bridge reconstruction associated with the channel work.  Bexar County has identified the Seeling Channel Phase II Drainage Project as a regional flood control project within the Woodlawn Lake Watershed area, adjacent to and inclusive of the Seeling Channel.  Bexar County Flood Control funding is used by the County to resolve flooding issues of a regional importance.  Therefore, Bexar County was willing to contribute funds to the Seeling Channel Phase II project as it will address regional flooding problems and remove properties from the floodplain.  
 
During the design process, cost estimates showed that the City's $24.6 million funding would improve the Seeling Channel to the west of W. Huisache but not get to the Morning Glory intersection.  However, with the County's $4 million contribution, the project will be able to reach Morning Glory.    
 
This ordinance authorizes the execution of an Interlocal Agreement with Bexar County to accept funds in the amount of $4,000,000.00 from the Bexar County Flood Control Program.
 
Project construction is anticipated to begin in summer 2015 and is estimated to be completed by December 2016.  
 
ISSUE:

Approval of this Ordinance will be a continuation of City Council policy to collaborate with other governmental agencies in supporting the City's commitment to maintaining and improving existing infrastructure.
 
ALTERNATIVES:
City Council could choose not to authorize entering into this Interlocal Agreement or receiving funds from Bexar County; however, if not so authorized, the City will lose an opportunity to receive funds from Bexar County to help improve the drainage infrastructure of this area and reducing flooding.  Staff recommends approval of the Interlocal Agreement with Bexar County.
 
FISCAL IMPACT:
This Ordinance allows the City to enter into an Interlocal Agreement with Bexar County and to receive funds in the amount of $4,000,000.00, to be used towards improvements to the Seeling Channel Drainage Project Phase II, a 2012-2017 General Obligation Bond Project.
 
 
RECOMMENDATION:
Staff recommends approval of this Ordinance authorizing the execution of an Interlocal Agreement between the City of San Antonio and Bexar County in the amount of $4,000,000 for improvements to the Seeling Channel Drainage Project Phase II, a 2012-2017 General Obligation Bond Project.
