SUBJECT:
Change Order to FY 2014 Task Order Contract for Bicycle Facilities
SUMMARY:
This ordinance authorizes a change order to the contract with Flasher Equipment Company for construction of Bike Facilities, in the amount of $239,000.00, increasing the contract capacity from $957,420.00 to $1,196,420.00, to facilitate the completion of the FY 2014 projects through this contract.
BACKGROUND INFORMATION:
The FY 2014 Task Order Contract for Bike Facilities with Flasher Equipment Company was approved by City Council on December 5, 2013, through Ordinance 2013-12-05-0846, for an amount not to exceed $957,420.00. This contract was to complete approximately 18 miles of bike lanes identified in the 2014 - 2018 Infrastructure Management Program (IMP), along with any additional projects that could materialize throughout the contract term. Currently, task orders have been authorized in the amount of $952,596.78, which is approximately 99% of the total contract amount. This Task Order contract expires in January 2015.
ISSUE:
This ordinance authorizes a change order to the existing Task Order Contract for Bike Facilities with Flasher increasing the contract capacity by $239,000.00, which is 24.9% of the existing contract amount. This action will authorize the contract to be increased to $1,196,420.00.
The existing contract capacity increase is needed for the addition of the S. Flores re-route and re-striping project. The scope of work requires the removal of the existing pavement markings and bicycle related traffic signs, street resurfacing, installation of the new pavement markings and signal infrastructure modifications from Theo/Malone to Military. It also includes additional work for signage and pavement markings to provide an alternative route for bicyclist east to Mission Road and connect to S.E. Military.
The City received competitive unit prices from Flasher for the various items of work under this contract. This change order will increase the total contract amount to $1,196,420.00, which is under the 25% contract capacity threshold allowed within the contract.
ALTERNATIVES:
An alternative to utilizing an outside contractor to complete these projects would be to bid out these projects which may be time consuming and eventually delay the completion of these projects.
FISCAL IMPACT:
Funding in the amount of $239,000 is available from the FY 2014 Advanced Transportation District (ATD) Bike Facilities Project Budget.
RECOMMENDATION:
Staff recommends the approval of this action to increase the existing Task Order Contract for Bike Facilities with Flasher Equipment Company by $239,000.00, which increases the current contract amount to $1,196,420.00.
