SUBJECT:  Contract Award: Woodlawn Lake Park Improvements Project
 
 
SUMMARY:
 
An ordinance for the construction of Woodlawn Lake Park Improvements Project, accepting the lowest responsive bid and awarding a construction contract, including five (5) additive alternates, in the amount of $655,910.00, authorized payable to Crownhill Builders, Inc., a 2012-2017 Bond funded Project, located in Council District 7.
 
BACKGROUND INFORMATION:
Project Background
 
The 2012-2017 General Obligation Bond Program authorized $1,000,000.00 for park improvements at the Woodlawn Lake Park located in Council District 7.
 
This project provides for the rehabilitation of 6,044 linear feet of the existing perimeter asphalt walking trail.  The   trail replacement and/or rehabilitation will be completed in approximate quarters of the overall length so as not to close the park from pedestrian use during construction. While a segment of trail is under construction, the pedestrians will be routed around the construction area on the grass.  The first segment of trail to be rehabilitated will be the area closest to the island house. The trail will be widened along the spillway area on Cincinnati   Street will require some parallel parking spaces to be permanently removed.  The park will remain open during construction.  Project construction is anticipated to begin November 2014 and estimated to be completed by May 2015.
 
Procurement of Services
 
This Project was advertised for construction bids in the San Antonio Hart Beat, on the City's website, through the TCI Small Business Office and the Texas Electronic State Business Daily in July 2014.  Plans also were available for review by potential bidders at the office of The Broussard Group, Inc., at Arc Reprographics located at 600 Broadway Ave., San Antonio TX 78215.  Bids for this Project were opened on August 26, 2014 and three (3) bidders responded.  Of these, Crownhill Builders, Inc., submitted the lowest responsive bid.  A matrix of the bid outcome is included.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 16% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African American Business Enterprise (AABE) subcontracting goal. The Economic Development Department approved a partial waiver submitted by Crownhill Builders, Inc., because the contractor demonstrated a good faith effort to provide subcontracting opportunities for small, minority, and women-owned businesses.  Crownhill Builders, Inc. is also a certified small business.
 
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
 
 
ISSUE:
 
An ordinance accepting the lowest responsive bid for construction of the Woodlawn Lake Park Improvements Project and awarding a construction contract, including five additive alternates, in the amount of $655,910.00, authorized payable to Crownhill Builders, Inc., a 2012-2017 Bond funded Project, located in Council District 7.
 
This award provides for the rehabilitation and replacement of 6,044 linear feet of the existing perimeter asphalt walking trail.  The Project will be completed in quarters with the first segment near the island house. Pedestrians will be routed around areas under construction and will walk on the grass. The trail will be widened along the spillway area along Cincinnati Street and will require some parallel parking spaces to be permanently removed.  Park will remain open during construction.  The five additive alternates identified as part of this contract allow for the renovation of one existing small dock over the lake, installation of two park tables, three park benches, two drinking fountains and the fabrication and installation of pedestrian safety railing near the spillway along South Josephine Tobin Drive and along the drainage box culvert at the northeast corner of the lake.  Project construction is anticipated to begin in November 2014 and estimated to be completed by May 2015.
 
Approval of this ordinance will be a continuation of City Council policy to complete previously approved 2012-2017 Bond funded projects.
 
 
ALTERNATIVES:
 
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project.  
 
FISCAL IMPACT:
 
This is a one-time capital improvement expenditure in the amount of $655,910.00, authorized payable to Crownhill Builders, Inc.  Funds are available from 2012-2017 Bonds and are included in the FY 2015-2020 Capital Improvement Program.
 
RECOMMENDATION:
 
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $655,910.00, authorized payable to Crownhill Builders, Inc., for construction of the Woodlawn Lake Park Improvements Project, a 2012-2017 Bond funded Project located in Council District 7.
