Authorizing an Agreement with Jennifer Meyer Bankler, D.D.S.
 
 
SUMMARY:
 
This Ordinance authorizes a professional health care services agreement with Jennifer Meyer Bankler, D.D.S. to serve as the Dental Clinic Director for the San Antonio Metropolitan Health District's Oral Health Program for an amount up to $120,000.00 for the period beginning November 6, 2014 to September 30, 2015 and further provides two, one-year renewal options.
 
BACKGROUND INFORMATION:
 
On an annual basis, the Metro Health Dental Program provides diagnostic and preventive care to more than 12,000 children living in poverty by providing services in non-traditional settings, such as Head Start, and on campuses of local Title I elementary schools. Through these programs, many children are identified with additional dental treatment needs beyond the scope of Metro Health services.  Case management services are provided by Metro Health dental staff to assist participating children to receive needed treatment and to connect families to a source of ongoing care in the community.  
 
Through this contract, Dr. Bankler will continue to provide clinical care for Metro Health patients as well as professional consultation services related to Metro Health's dental clinic operations and community outreach programs. The Dental Clinic Director is responsible for oversight of clinical services provided by the Metro Health's Oral Health Program. The Dental Clinic Director also provides oral health expertise to the Department and aids in the formulation of recommendations and community-based interventions that aim to improve the oral health of Bexar County residents of all ages through the development and implementation of evidence-based strategies designed to reduce the burden of oral disease and promote healthy behaviors.
 
This contract was most recently authorized by City Council on September 19, 2013.
 
 
ISSUE:
 
Metro Health is requesting City Council authorization of an agreement with Dr. Jennifer Bankler effective November 6, 2014 to September 30, 2015 and with two, one-year renewal options.
 
 
ALTERNATIVES:
 
If this agreement is not authorized, Metro Health would be unable to update the scope of services and specific duties of the Dental Director to meet the needs of the Oral Health Program.
 
 
FISCAL IMPACT:
 
Metro Health is requesting City Council authorization for a professional health care services agreement with Jennifer Meyer Bankler, D.D.S. to serve as the Dental Clinic Director for Metro Health's Oral Health Program for an amount up to $120,000.00 for the period beginning November 6, 2014 to September 30, 2015 and with two, one-year renewal options.  Funding for this contract is available and budgeted within Metro Health's 1115 Medicaid Waiver FY 2015 budget and FY 2015 General Fund budget.
 
 
RECOMMENDATION:
 
Staff recommends approval of an Ordinance authorizing an agreement with Dr. Jennifer Meyer Bankler for oversight of clinical services provided by the Metro Health Oral Health Program as well as professional consultation services related to dental clinic operations and community outreach programs.
