Interlocal Agreement with Bexar County for Menger Creek Channel Improvements

SUMMARY:

An Ordinance, for the Menger Creek Drainage Project, authorizing an Interlocal Agreement between the City of San Antonio and Bexar County to accept funds in the amount of $4,000,000 from the Bexar County Flood Control Program for a 2012-2017 General Obligation Bond Project, located in Council District 2

BACKGROUND:

Project Background
The City of San Antonio's Menger Creek Drainage Project is a 2012-2017 Bond Project. The project will construct channel improvements beginning 400 feet east of North Walters and extending eastwards to the Union Pacific Railroad tracks. In addition to vital drainage channel improvements, the project will include a pedestrian bridge to replace the existing one at Grimes Street, allowing safe public access across the Menger Creek Channel. Box culverts across the channel at Rio Grande will be replaced by a span bridge. Additional drainage culverts are proposed to be placed at the Union Pacific Railroad Bridge to the east. These additional culverts and the Rio Grande Bridge will significantly reduce water surface elevation along the channel, and is anticipated that 49 properties may be removed from the floodplain.

In order to provide supplemental funding for the area at Menger Creek, Bexar County Commissioners Court at its February 4, 2014 meeting approved a resolution authorizing Bexar County Flood Control funds in the amount of $4,000,000 for improvements to Menger Creek Channel and authorization to negotiate an interlocal agreement with the City.

This project is currently under design. Construction is expected to begin November 2015 and be completed January 2017.
