SUBJECT:

Airport Improvement Program Airfield Projects, Package 2


SUMMARY:

Consideration of two Ordinances related to airfield projects at the San Antonio International Airport:

A. An Ordinance authorizing a construction contract with J3 Company, LLC for Airport Improvement Program Airfield Projects, Package 2 for $15,582,841.00.

B. An Ordinance authorizing an amendment with Kimley-Horn and Associates, Inc. (Kimley-Horn) in an amount not to exceed $1,637,313.70 to provide additional construction administration, construction management and inspection services for Airport Improvement Program Airfield Projects, Package 2.


BACKGROUND INFORMATION:

The City regularly coordinates with the Federal Aviation Administration (FAA) for continued Airport Improvement Program (AIP) funding for eligible projects at the Airport. AIP funding is based on the Airport's preliminary submittal of its annual Airport Capital Improvement Plan (ACIP) to the FAA. These projects may be eligible for grant funding at 75% of eligible project costs with a 25% local matching share.

In January 2013, City Council authorized, through Ordinance 2013-01-31-0065, a professional services agreement with Kimley-Horn for three airfield projects: Runway 12R Rehabilitation, Terminal Areas Taxiways and Taxiway E Reconstruction, collectively called "AIP Airfield Projects". The construction phases for the three projects have been packaged in order to maximize potential grant money the City receives each year and minimize impacts to airline and airport operations.

The proposed Ordinances are related to the second construction package.
