Confirming the City Manager's Appointment of Chief of Police
 
SUMMARY:
 
An Ordinance confirming the City Manager's appointment of the Chief of Police of the City of San Antonio.
 
 
BACKGROUND INFORMATION:
 
Police Chief William McManus is retiring at the end of the year.  The City Manager will appoint Anthony Trevino as Interim Police Chief.  The City of San Antonio will launch a nationwide search in January 2015 for the permanent Police Chief position.  
 
In accordance with the requirements of the Texas Local Government Code, Section 143.013(a)(1) the City Manager must appoint the Chief of Police and this appointment is confirmed by City Council even if this appointment is on an interim basis.  The Interim Chief of Police will serve as the Director of the Police Department and have all powers and duties set forth in the Charter of the City of San Antonio, the Texas Local Government Code and the Collective Bargaining Agreement between the City and the San Antonio Police Officers' Association.   
 
ISSUE:
 
This appointment will comply with the required process set out in state law. Anthony Trevino meets all of the requirements of the office and his appointment will provide for a smooth transition while the City Manager searches for a new Chief of Police.

RECOMMENDATION:
 
The City Manager recommends approval of this appointment.
