SUBJECT:

Construction Award for Build-Out of Terminal Office Spaces in the Terminal Building of Stinson Municipal Airport


SUMMARY:

This Ordinance authorizes a construction contract with Valla Construction, Inc. for the build-out of office spaces in the Terminal Building of Stinson Municipal Airport.


BACKGROUND INFORMATION:
The Terminal Building has available space that requires building out in order to attract tenants. The project consists of interior space planning services and construction for two existing shell spaces. The first space includes approximately 2,600 square feet on the first floor will be finished out into one large space with an intermediate folding partition and a coffee bar. The second space includes approximately 1,100 square feet on the second floor which will be finished out into an open reception alcove with a built-in counter.

Solicitation
An Invitation For Bid was released on November 10, 2014. The solicitation was advertised in Hart Beat and on the City of San Antonio's website. Six bid proposals were opened on December 16, 2014. Beaty Palmer Architects evaluated the bids and determined the lowest, responsive bid was Valla Construction.

Small Business Economic Development Advocacy
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 4% African American Business Enterprise (AABE) subcontracting goal.
