SUBJECT:
Epoxy Floor Coating for Alamodome
 
 
SUMMARY:
This ordinance authorizes a contract with Technicote, Inc. to provide epoxy resin coating to the horizontal and vertical concrete surfaces of the Alamodome Plaza Level for the Convention and Sports Facilities Department for a one-time cost of $582,000.00.  Funding is available from the Convention and Sports Facilities State Reimbursement Fund.
 
BACKGROUND INFORMATION:
Submitted for Council consideration and action is the attached tabulation of three bids for a contractor to provide approximately 141,000 square feet of epoxy resin coating to the horizontal and vertical concrete surfaces of the Alamodome Plaza Level seating area, vomitory entrances and approximately 10,000 square feet of yellow stripes on 1,276 concrete steps.  A Formal Invitation for Bid was issued and three bid responses were received.  Technicote, Inc. submitted a bid of Series 237 Power-Tread primer, Series 280 Tnemec-Glaze two-component finish, Series 280 Tnemec-Glaze for yellow safety paint step stripes, and Epo-Trac 50 for anti-slip applications for a total project cost of $582,000.00.  Technicote, Inc. is the low responsible bidder.  
 
Improvements to the Alamodome are required to maintain the viability of remaining competitive in the events market so as to attract domestic and international events. The anti-slip surface that will result from the application of the epoxy resin will improve the appearance of the seating area and contribute to the facility's safety by minimizing the potential for slip and fall incidents.  
 
 
ISSUE:
This purchase will provide all labor, material and equipment for the application epoxy resin coating to the horizontal and vertical concrete surfaces of the Alamodome Plaza Level and other areas as per the specifications of this recommended contract.  
 
The required completion date for this project is June 20, 2015.  This project must be completed before the 7th Day Adventist event in July 2015 in order for the project to be eligible for reimbursement under the Convention and Sports Facilities State Reimbursement Fund.
 
Technicote, Inc. will provide a one year warranty on materials and labor from the date of installation and acceptance.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 20% Minority/Women Business Enterprise (M/WBE) subcontracting goal. Technicote, Inc.  has committed to 20% M/WBE subcontractor participation.  
 
 
The Local Preference Program does not apply to non-professional service contracts of $500,000.00 or more, so no preference was applied to this contract.
 
The Veteran-Owned Small Business Preference Program does not apply to non-professional service contracts, so no preference was applied to this contract.
 
 
ALTERNATIVES:
Should this contract not be approved, the Alamodome would not be eligible to utilize the Events Trust Fund program for reimbursement of up to 86% of qualifying expenditures related to hosting the 7th Day Adventist event in July 2015.
 
 
FISCAL IMPACT:
This ordinance authorizes a purchase with Technicote, Inc. to provide epoxy floor coating and related installation for the Alamodome for a total cost of $582,000.00.   Funding is available from the Convention and Sports Facilities State Reimbursement Fund.  Upon completion, expenditures will be submitted to the Texas State Comptroller's Office in anticipation of up to 86% reimbursement of total project expenses through the Events Trust Fund Program.
 
 
RECOMMENDATION:
Staff recommends approval of this purchase with Technicote, Inc. to provide the Convention and Sports Facilities Department with an epoxy resin coating application for the Alamodome Plaza Level for a total cost of $582,000.00.  
 
This contract was procured on the basis of low bid and a Contracts Disclosure Form is not required.
